The Chairman, High Level Procurement Committee, Ministry of Trasport, Highways & Urban Development, 07th Floor, Sethsiripaya-Stage II, Battaramulla will receive sealed bids from Eligible Bidders for the Supply of 200 New Luxury Buses for Expeewway Operations to Strengthen the Bus Fleet of SLTB as described below, up to 14.00 hrs. on 10/04/2026 under National Competitive Bidding Procedure. Bids shall be submitted on the prescribed form available from the Chief Procarensent Manager, SLTB Procurement Section, 200, Kirula Road, Colombo 05 during normal working days from 20/03/2028 09/04/2026 between 09.00 hrs. and 15.00 hrs. on payment of a non-refundable Bed fee of Rs. 200,000/- Description Lot 1-Supply &. New 49-54-Seater Luxury Diesel Buses to SLTS within 90-150 days of acceptance of contract on Unit Downpayment of Rs. 8 Mn. and the balance on Deferred Payment Basis to be paid in 05 years Bid Security (Rs.) 15 M. 100 Ma. 2. (1) An Eligible bidder can be a Single bidder, a JV, or a Consortium (of 03 members max.) led by a lead member as described below: L A Single bidder can either be a Local Agent of the Manufacturer or the Manufacturer with a local agent, of the offered buses, or a Supplier with authorization from the Manufacturer with a local agent, for the offered buses. A single bidder, if he is the Manufacturer of offered buses, shall submit his bid through his local agent, empowered with a Power of Attorney. h. A JV or a Consortium can either have a Local Agent of the Bus Manufacturer or the Bus Manufacturer with a local agent, of the offered buses as a member or can have authorisation from the Bus Manufacturer with a local agent, for the offered bruses. (II) The Manufacturer of the buses intended to be offered, (a) as the Single hidder or (b) as a member of a JV or a Consortium or (c) as the supplier to a Single bidder or a JV or a Consortium, shall have (i) at least 15 years experience in bus manufacturing, (ii) manufactured 1000 buses of the offered model per year at least during 03 years out of last 05 years, (ii) exported/sold buses to at least 05 countries including the Manufacturers country and 01 South Asian or South East Asian country (iv) international quality certificate of ISO 9001, ISO 22139, ISO 3834, and ISO 26262. (III) The Manufacturer of the buses intended to be offered shall have a registered Local Agent with workshop facilities, adequate, qualified & tried staff and at least 05 years experience in bus repair and maintenance to attend to warranty obligations during the warranty period. Abo, adequate quantity of spares and the services of a Resident Engineer of the Manufacturer shall be available with the Local Agent during the warranty period. The Local Agent also should be a reputed organization in the industry in order to ensure contimed support on the vehicles supplied. This has to be supported with Local Agents andited Financial Statements for the last 3 years. (IV) The Bidder, either as a Single bidder or as a JV or a Consortium, and is not a Local Agent of the Bus Manufacturer or the Bus Manufacturer with a local agent of the offered buses, shall have at least 05 years of experience with project financing, to be supported with previous experience records. If the bidder has participated as a partner of a Joint Venture in a project, the percentage of the bidders contribution shall be more than 20% of the entire project to claim experience. (V) The Bidder shall have a positive Net Asset to liability ratio and positive operating profit in at least 03 years out of last five (05) financial years. The average Working Capital of the bidder shall exceed SLR 3000 Mn. at least during 02 years out of last 05 years. The Bidders Annual Turnover shall be more SLR 6000 Mn. annually at least during 03 years out of last 05 years. If the Bidder is a JV or & Consectium, it shall have a positive Net Asset to Eability ratio and positive openting profit in at least during 03 years out of last 05 financial years, and the Average Working Capital shall exceed SLR 3000 Mn. at least during 02 years out of last 05 years. The JV or a Consortions Annual Turnover shall be more than SLR 6000 Ma. annually at least during 05 years out of last 05 years for JV/Consortium partners taken together. (VI) The bidden, JV or Consortium shall be submitted SLR eleven (11) brilion worth of credit facility to prove their financial capability. Credit facility should be addressed to CRO-Sri Lanka Transport Board. (VII) Documentary evidence on all above shall be submitted to establish that the bidder is eligible. Bids submitted by bidders who fail to establish their eligibility shall not be considered. 3. A pre-bid meeting will be held at 10.00 am on 31/03/2026 at SLTB Procurement Section, 200, Kirula Road, Colombo 05. 4. Bids shall be valid up to 10/07/2026. 5. Bids must be accompanied by a Bid Security/Securities as per Annexure II for the value relevant to the offered Lot/Lots as mentioned in Clouse 1 above valid till 10/08/2026 irrevocable & unconditionally en cashable upon the first written request by SLTB and issued by a registered commercial bank approved by the Central Bank of Sri Lanka. Any Bid not accompanied by a valid Bid Security will be rejected. 6. Every bidder or any person who acts as in agent or sub agent, representative or nominee for or on behalf of any bidder shall register himself before subarission of bids with the Registrar of Public Contracts, Sei Lanka, as required by the Public Contracts Act Number 03 of 1987. The Original Certificate of Registration shall be submitted with the bid. The hids of those hidders who fail to submit such an Original Certificate shall be rejected 7. All pages of the Bid Documents shall be initialled by the bidder and his seal affixand. 8. Bids will be closed at 14.00 hrs on 10/04/2026.
