Today, There Are Various Solutions And Routes For The Delivery Of Letters, Parcels And Newspapers. The Ministry Will Assess The Possibilities For Better Coordination Of These Services. Where It Is Not Commercially Profitable To Deliver Postal Items, The Delivery Should Be Coordinated And Made More Efficient To A Greater Extent Than Today. In Order To Ensure Good Postal Services And Efficient Use Of State Resources, The Ministry Wants Dialogue With Actors Who Deliver Letters, Parcels, Newspapers Or Other Post-Related Services Or Logistics Services, Or Who Are Interested In Doing So In The Future. The Purpose Of The Dialogue Is To Obtain Information About Services And Actors In And Outside The Postal Market. The Information Shall Form The Basis For The Ministrys Assessment Of Arrangements For The Future Purchase Of Postal Services, Including Which Postal Services The State Must Compensate To Maintain And To What Extent. The Information Must Also Help Ensure That The State Does Not Implement Measures That Affect Well-Functioning Parts Of The Market In A Negative Direction. The Ministry Of Transport And Communications Plans To Introduce A New Scheme On Postal Services Subject To Delivery From 1 July 2027. The Dialogue Must Provide The Client With Knowledge Of: The Competitive Situation - How Many Suppliers Are There, Are They Small Or Large? How Is The Maturity Of The Market? What Happens In The Long Run? What Are The Trends? What Opportunities Exist. What Are The Opportunities For Innovation, Including New Climate And Energy Solutions. Which Requirements May Be Anti-Competitive. How The Supplier Can Document Fulfillment Of Any Requirements And Criteria What Can Stimulate Competition. What Can Be A Cost Driver. What Can Contribute To Lower Life-Cycle Costs (For Example, Lower Utility And Operating Expenses) How The Competition Should Be Conducted.
