Tenders are invited for Blue Color Bond Paper or Wood Free Paper (24"x36") 80±2 GSM (500 Sheets Per Ream) Number of Items in the Lot: 2,500 Reams (1,250,000 Sheets) Invitation for Bids Department of Examinations Procurement of Supplying Color Bond Papers or Wood Free Papers for the Year of 2026 Contract No.: 4/10/3/2026 1. The Chairman of the Department Procurement Committee, on behalf of the Commissioner General of Examinations, Department of Examinations, now invites sealed bids for the procurement of supplying color bond papers or wood free papers described in the table below, from eligible and qualified bidders who possess the minimum experience mentioned below. Complete details are included in the bidding document. 3. To be eligible for contract award, the successful bidder must not have been blacklisted and must have three years experience in selling/supplying relevant item(s). 4. The Bidder should possess a valid certificate issued by the Registrar of Public Contracts in accordance with Section 6 of Public Contracts Act No. 03 of 1987. 5. Interested eligible bidders may obtain further information from the Supply Division, 3rd Floor, Department of Examinations (Telephone: 011-2786200-238 or 0112785219) and inspect the bidding documents free of charge from 9:00 a.m. to 2:30 p.m. on working days until 08/04/2026 6. A complete set of Bidding Documents in English may be purchased by interested bidders from the Supply Division upon submission of a written application with a copy of the business registration letter at or before 2:30 p.m. on 08/04/2026 and upon payment of a non-refundable fee of Rs. 10,300.00 for each document. Payment must be made in cash. 7. Bids shall be valid for 91 days (until 09/07/2026). 8. All bids shall be accompanied by a Bid Security of Sri Lankan Rupees 400,000.00 (Four Hundred Thousand Only) unconditional bank guarantee from a reputable commercial bank operating in Sri Lanka, in the format attached to the bidding documents, and must be valid for 119 days from the date of closing of bids (until 06/08/2026). 9. Bids must be delivered to the Supply Division, 3rd Floor, Department of Examinations, Pelawatta, Battaramulla on or before 09/04/2026 at 2:30 pm. Late bids will be returned unopened. Bids will be opened in the presence of the bidders representatives who choose to attend in person at the address given above after the closing of bids. 10. Duly filled and sealed bids marked "Procurement of Supplying Color Bond Papers or Wood Free Papers for the Year of 2026, Contract No.: 4/10/3/2026" on the top left-hand corner of the envelope should be submitted 11. The Department Procurement Committee reserves the right to accept or reject any bid and to cancel the bidding process and reject all bids at any time prior to awarding the contract, without thereby incurring any liability to the affected bidder(s) or any obligation to inform the affected bidder(s) of the grounds for the Department Procurement Committees action.
