Tenders are invited for research consultant to develop a new Network Paper examining the role of Local Coordination Committees Closing Date: 31 Mar 2026 Type: Consultancy Network Paper on Local Coordination Committees The Humanitarian Practice Network (HPN), in collaboration with the Centre for Civil Society and Democracy (CCSD) and partner networks including the Alliance for Empowered Partnerships (A4AP), the Asia Pacific Refugee Rights Network (APRRN), and the Somali NGO Consortium (SNC), is seeking a research consultant to develop a new Network Paper examining the role of Local Coordination Committees. HPN Network Papers are flagship publications that provide in-depth analysis of critical humanitarian issues and contribute to policy discussions, operational learning and strategic thinking across the humanitarian sector. These papers typically range between 10,000 and 20,000 words and are widely read by humanitarian practitioners, policymakers and researchers. This research will explore how local coordination committees operate across different contexts, their governance structures, functions, strengths and challenges, and their contribution to locally led humanitarian action. The study will also consider how broader humanitarian reform processes including the Grand Bargain commitments and discussions around the humanitarian reset are influencing the role and visibility of local coordination mechanisms. As part of the research, the consultant will develop five country case studies that illustrate different models and experiences of local coordination. The consultancy will be contracted and managed by CCSD, working in close collaboration with HPN and partner organisations throughout the research process. Scope of Work The selected consultant will be responsible for: Developing an inception report outlining the research framework and methodology Conducting literature and document review Carrying out key informant interviews with relevant stakeholders Developing and analysing five country case studies Contributing to a consultative validation process with partners Producing a 10,00020,000 word Network Paper suitable for publication Timeline The consultancy will take place between April and July 2026, with the final research paper expected by 15 July 2026.
