Tenders are invited for Supply of security services for 7 institutions under the purview of the Department of Cultural Affairs Ministry of Buddhasasana, Religious and Cultural Affairs Department of Cultural Affairs Procurement Notice The Chairman of the Department Procurement Committee, on behalf of the Department of Cultural Affairs, now invites sealed bids from qualified bidders for the supply of security services for seven institutions under the purview of the Department of Cultural Affairs: Uthuru Dakunu Mithuru Sevana Mihinthale / National Art Gallery & John de Silva Memorial Theater, Colombo 07; National Arts Academy, Kundasale / Sinhala Dictionary Office, Colombo 07; Charikaramaya Book Store, Colombo 07; Walisingha Harischandra Cultural Centre, Negombo; and Ediriweera Sarachchandra Drama Training School, Thalangama, under the National Competitive Bidding Procedure for a period of one year, from May 1, 2026, to April 30, 2027. Procurement No. DCA/04/04/01/Secu.S/2026 Description Supply of security services for 7 institutions under the purview of the Department of Cultural Affairs Charges for Bid Documents Rs. 5,000.00 (Non-refundable) Bid Bond Rs. 150,000.00 (Refundable) Bids may be submitted for all the institutions, for several institutions, or for one institution. The validity period of the bids is 77 days from the last date of receipt. Each bidding document must accompany the original copy of the refundable bid bond as above, obtained in favor of the Director, Department of Cultural Affairs, from a commercial bank registered with the Central Bank of Sri Lanka. The bidder must be a provider of security services for government/semi-government institutions and must have a minimum of five consecutive years of service experience since the company registration date, a certificate of company registration, a registration permit from the Ministry of Defence, and must not be blacklisted Bidding documents could only be obtained in Sinhala. Interested bidders could obtain bidding documents on working days between March 20, 2026, and April 6, 2026, from 10:00 a.m. to 3:00 p.m. from the Procurement Division of the Department of Cultural Affairs upon submission of a written request on letterhead from your institution, addressed to the Director of Cultural Affairs, along with receipt of the non-refundable fee of Rs. 5,000.00 paid to the Department of Cultural Affairs. Bids will be opened immediately after receipt of bids on 1:30 p.m. on 7 April 2026 in the presence of bidders or their authorized representatives at the Office of the Accountant of the Department of Cultural Affairs.
