Tenders Are Invited For Telecommunications Services – Public Service Concession Relating To The Provision Of Digital Services For The Establishment Of Sustainable And Connected Territories Within The Perimeter Of The Haute-Saône Department
Telecommunications Services – Public Service Concession Relating To The Provision Of Digital Services For The Establishment Of Sustainable And Connected Territories Within The Perimeter Of The Haute-Saône Department. The Purpose Of This Consultation Is To Designate The Future Concessionaire Of The Public Service Within The Scope Of The Union As Of January 1, 2027. The Purpose Of The Concession Is To Design, Build And Operate A Multi-Service Optical Fiber Network, To Operate A Shared Wireless Network For The Needs Of Low-Speed Iot, To Implement A Security Service Offering And To Implement A Hosting Service Offering. The Agreement Is A Public Service Concession With A Mixed Purpose Within The Meaning Of Articles L. 1311-1 Et Seq. Of The Public Procurement Code. The Services Provided By The Concessionaire In Application Of This Agreement Will Be Provided To Users Of The Service, On The One Hand, Under Its Concessional Purpose Within The Meaning Of Article L.1121-3 Of The Public Procurement Code And, On The Other Hand, Under The Needs Of The Union And Its Members, But Also For The Members Of Its Purchasing Center. The Main Missions Of The Concessionaire Will Be As Follows: • Design, Build And Operate A Multi-Service Optical Fiber Network; • Operate A Shared Wireless Network (Low-Speed Iot); • Implement A Security Service Offering; • Implement A Hosting Service Offer; • Optional Phase: Construction Of A Data Center In The Haut-Saône Region. The Contract Will Be Executed At The Concessionaires Risk, In Application Of The General Principles Of Concession Law And All Legal And Regulatory Provisions In Force At The Time Of Its Execution. In Particular, The Concessionaire Will Assume A Risk Linked To The Operation Of The Services, The Portion Of Risk Transferred Being Understood Within The Meaning Of The Second Paragraph Of Article L. 1121-1 Of The Public Procurement Code.
