Expression of Interest for Consulting Services for Resettlement Action Plan (Rap) Completion Audit for the Ebonyi State Ring Road Project Date Added: March 18, 2026 Deadline: 01/04/2026 Category: Consultancy, Audit/Accounting A. BACKGROUND The Government of the Federal Republic of Nigeria has received financing from the African Development Bank Group (AfDB), comprising an ADB Loan of USD 4 Million and an Africa Growing Together Fund (AGTF) Loan of USD 30 Million, approved in April 2019, towards the cost of the Ebonyi State Ring Road Project. Additional financing is being provided by the Islamic Development Bank (IsDB) in the amount of approximately USD 80 Million, alongside counterpart funding from the Ebonyi State Government. The Project is being implemented by the State Project Implementation Unit (SPIU) under the Ebonyi State Ministry of Works and Transport. The Ebonyi State Ring Road links several agrarian communities across Ezzamgbo, Onueke, Noyo, Effium and adjoining areas, intersecting key federal highways and serving as a catalyst for socio-economic development, trade, mobility, safety and industrial growth within Ebonyi State and neighbouring states. The Ebonyi State Ring Road Project entails the rehabilitation and upgrading of approximately 177.81 km of road infrastructure to concrete pavement standards across four (4) sections: Section I: Ohaukwu Onueke (35.48 km) Section II: Onueke Nwezenyi (52.42 km) Section III: Nwezenyi Ndoko (50.99 km) Section IV: Ndoko Ezzamgbo (38.91 km) As a Category A project, a comprehensive ESIA, ESMP and RAP were prepared and disclosed. In line with AfDB Operational Safeguard 5 (OSS) on Involuntary Resettlement, a RAP Completion Audit is required to independently verify compliance and assess whether Project Affected Persons (PAPs) have had their livelihoods restored or improved. B. OBJECTIVE OF THE ASSIGNMENT The overall objective of the RAP Completion Audit is to: Assess compliance of RAP implementation with: o Nigerian laws and regulations on involuntary resettlement, and o AfDB Operational Safeguard 5 (OSS). Evaluate whether compensation, livelihood restoration and transitional measures were adequate, fair and timely; Identify gaps and root causes of non-compliance; Recommend corrective and remedial actions, including costed measures where required. C. SCOPE OF SERVICES The Consultant shall undertake, inter alia: Review of engineering designs, ESIA/ESMP, RAP, compensation records, grievance logs and progress reports. Verification of PAP register and compensation records. Assessment of valuation methodology against full replacement cost standards. Evaluation of grievance redress mechanisms. Stakeholder consultations and field verification. Institutional capacity assessment of RAP implementation structures. Socio-economic impact comparison (pre- and post-resettlement conditions). Gap analysis and preparation of actionable corrective measures. The assignment shall be completed within four (4) weeks from contract signing. D. DURATION OF THE ASSIGNMENT The duration of the assignment is four (4) weeks from contract signing. E. ELIGIBILITY AND QUALIFICATIONS Interested consulting firms must demonstrate: Legal registration and verifiable office presence in Nigeria, Proven experience in RAP preparation and/or RAP Completion Audits for infrastructure projects, Experience in projects financed by Multilateral Development Banks (AfDB, World Bank, IsDB, etc.), Availability of qualified experts including: o Environmental & Social Specialist (Team Leader), o Valuation Expert (NIESV registered); o Legal Specialist, o GIS Specialist, o GBV Specialist, o Communications/Public Consultation Specialist, o GRM Specialist. Firms may associate to enhance their qualifications. F. SELECTION METHOD The Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method under the Procurement Policy for IPF Borrowers of the African Development Bank. The attention of interested Consultants is drawn to paragraph 1.9 of the African Development [Banks Guidelines: Rules and Procedures for the Use of Consultants [May 2008 & revised July 2012], setting forth the AfD Banks policy on conflict of interest.
