Expression of Interest for Pilot Implementation of a National Diagnostic Connectivity and Logistics Management Information System (LMIS) Platform. The KNCV NIGERIA Center for Research and Innovation in Disease control (CRID) , with support from the Childrens Investment Fund Foundation (CIFF), invites qualified technology firms, digital health solution providers, and consortiums to submit Expressions of Interest (EOI) for the pilot implementation of a National Diagnostic Connectivity and Logistics Management Information System (LMIS) platform in Nigeria. Background Nigeria continues to strengthen its health system through improved diagnostic capacity, digital integration, and efficient supply chain management across disease Programmes. A key challenge remains the fragmentation of diagnostic platforms and logistics systems, which limits real-time visibility of diagnostic utilization, consumable stock levels, and patient testing data across health facilities. To address this gap, KNCV Nigeria CRID working with the NTBLCP will implement a two-year pilot of a National Diagnostic Connectivity and LMIS platform aimed at linking diagnostic devices with logistics and programmatic reporting systems. The pilot will be implemented in selected diagnostic facilities in Kano State. The initiative will support real-time diagnostic connectivity, automated data reporting, secure data governance and improved commodity management across selected laboratories and health facilities. Objective of the Pilot: The pilot aims to demonstrate a scalable national digital architecture capable of: Connecting diagnostic devices to a central platform for real-time data transmission Integrating diagnostic data with logistics management systems: Enabling automated monitoring of test volumes, device performance, and consumable stock levels Supporting timely decision-making by national and state health authorities Improving efficiency, accountability, and service delivery in diagnostic networks Scope of Work: The selected firm or consortium will be responsible for: Deployment of a diagnostic connectivity platform capable of integrating multiple diagnostic technologies. Integration of Logistics Management Information System (LMIS) functionality for monitoring reagent and consumable supply chains. Installation and configuration of connectivity hardware and software across selected diagnostic sites. Integration with relevant national health information systems where applicable. Capacity building and training of laboratory and program staff. Provision of system maintenance, user support, and technical oversight throughout the two-year pilot period. Generation of dashboards and analytics to support program monitoring and decision-making. Development of a standardized Application Programming Interface (API) layer and data mapping protocols for external systems integration. Documentation of lessons learned and scalability recommendations for national expansion. Eligibility Criteria Interested firms or consortiums must demonstrate: Proven experience in digital health systems, diagnostic connectivity, or health supply chain platforms. Experience implementing large-scale health information systems in low- and middle-income countries. Capacity to integrate multiple diagnostic technologies and data standards. Strong expertise in system interoperability, cybersecurity, and data governance Demonstrated experience working with government health systems or donor-funded programs Reporting line: The selected IT firm will work under the supervision of Project Technical Lead. Preference may be given to firms with experience working in Nigerias health sector. Duration of Assignment: The pilot project will run for two (2) years from the date of contract award.
