Refuse And Waste Related Services – Public Tender Regarding Transport And Treatment Of Garden And Park Waste For Provas-Haderslev Affald A/S. The Client Wishes To Establish A Framework Agreement That Includes Collection, Transport, Handling And Treatment Of Garden And Park Waste From Provas – Haderslev Affald A/S Recycling Sites In Gram, Haderslev And Vojens. Garden And Park Waste Consists Of Branch Waste From Pruning And Felling, Trunks And Roots, Other Plant Waste Such As Leaves, Weeds, Fallen Fruit, Perennial And Vegetable Tops, Grass And Flower Clippings Etc. The Winning Tenderer Must Provide All Necessary Material For The Execution Of The Task. In Addition, The Winning Tenderer Has Both Financial And Practical Responsibility For The Further Handling Of Garden And Park Waste At The Reception Facilities Used By The Winning Tenderer. Garden And Park Waste From Major Municipal Clean-Up Or Construction Projects In Haderslev Municipality Is Not Part Of This Tender, As These Tasks Are Handled By The Ordering Party Itself. The Ordering Party Receives The Following Estimated Quantities Of Garden And Park Waste (Based On The Average Of The Period 2025): Vojens: 3,429 Tonnes Gram: 1,234 Tonnes Haderslev: 6,826 Tonnes The Tender Is Not Divided Into Partial Contracts. The Framework Agreement Is Offered As One Overall Agreement For The Entire Service Described. The Reason For This Is That The Task Constitutes A Comprehensive And Uniform Service, Which Is Best Handled In A Comprehensive Agreement. A Division Of The Framework Agreement Is Estimated To Result In A Loss Of Economies Of Scale, Increased Contract Administration And Higher Costs For The Ordering Party. At The Same Time, It Is Estimated That The Market Can Deliver The Full Service All At Once, And That A Division Will Not Increase Competition Or Quality. This Lack Of Division Is In Accordance With Section 49, Subsection Of The Public Procurement Act. 2, As The Ordering Party Has Hereby Justified Why The Framework Agreement Is Not Divided.
