Request for proposals for Framework Agreement for Global Communications Services GGGI is inviting eligible consulting firms or a consortium of firms to enter into a Framework Agreement (FWA) for the provision of communication services described below: PROJECT BACKGROUND: GGGI works with member countries and partners to advance green growth and climate-aligned development. Effective communications are critical to positioning GGGI as a trusted partner, strengthening donor visibility, supporting policy influence, and amplifying country-level impact. To ensure timely access to high-quality, consistent, and scalable communications support across regions and thematic areas, GGGI intends to establish a Framework Agreement (FWA) with a global communications firm with international experience. The Framework Agreement will define the general terms and conditions under which specific communications assignments (sub-order) may be commissioned during the contract period. The objectives of this Framework Agreement are to: Strengthen GGGIs global visibility, positioning, and thought leadership on green growth, climate action, and sustainable development. Provide rapid, high-quality communications support adaptable to corporate, regional, country, and project-level needs. Ensure consistent application of GGGI branding, messaging, and donor visibility requirements. Improve communications effectiveness through performance tracking, learning, and continuous improvement. ASSIGNMENT OBJECTIVE: The scope of work shall include the following lots. Service providers can select the lots they have the capabilities to support. There is no requirement for a provider to service all 2 Lots: Lot A : Campaigns, outreach and dissemination Communications Strategy and Advisory Development of communications strategies (corporate, thematic, regional, country, or project-level) Messaging and narrative development Campaign design and planning Strategic advice on issues management and reputational risk Media Relations and Public Relations Media pitching and outreach at global and regional levels including placing op-eds Drafting press releases, media briefs, and Q&A documents Media monitoring and performance reporting Events and Visibility Support Communications support for events, launches, and high-level engagements Event branding, media kits, and live content support Lot B: Content production Content Development and Editorial Services Speechwriting, op-eds, blogs, feature articles, and case studies Donor-focused results stories and impact narratives Editing, proofreading, and quality control Management of translation and localization services for communication materials Creative Design and Multimedia Production Graphic design, infographics, and layout of publications Visual identity application and template development Motion graphics, animation, and short-form video production Coordination of photography and video production, including field-based work Digital and Social Media Communications Social media content creation and channel planning Digital campaign support (organic and paid, where applicable) Web content development and optimization, in coordination with GGGI systems Knowledge Products and Publications Design and production of reports, policy briefs, brochures, and annual publications Print-ready and digital-ready outputs For further details on the Scope of Work, please refer to the Terms of Reference available under the published Document Set IMPORTANT TIMELINES: The tender submission deadline is 22 April 2026, 16:00 KST (Korean Standard Time) / 7:00 GMT.
