Tenders are invited for International Trainer in-Person Component of Methodological Support. Closing Date: 31 Mar 2026 Type: Consultancy 1. Context This assignment is part of the project Unleashing Talent: Active Pathways to Promote Training, Job Inclusion, and Social Entrepreneurship for Young People and Women in Mozambique, funded by AICS and implemented by Progettomondo ETS in partnership with Coopermondo (CM), AMPCM, SERNAP, and SEJE. As part of Result 3, the project envisages: Activity 3.3.1 Training of Trainers (ToT) on cooperativism and workplace inclusion; Activity 3.3.4 Simplified training program for orientation and start-up of cooperative business. Given the close methodological integration between Activity 3.3.1 (Training of Trainers) and Activity 3.3.4 (simplified program for orientation and start-up of cooperative business), the assignment is structured in a unitary way, providing for a single on-site mission aimed at ensuring technical coherence, continuity of content and effective transfer of skills between the two activities of Result 3. 2. Object of the assignment The assignment concerns: 2.1 Development of the training plan and detailed design of the in-person component of Activity 3.3.1 Training of Trainers the definition of the detailed training plan , with a breakdown of the modules (My.Coop, Think.Coop, Start.Coop, Manage.Coop), specification of the contents, distribution of hours and sequence of sessions within the 40 hours planned; the structuring of the bootcamps operational work plan , including a daily agenda, teaching methodologies, practical exercises, and evaluation tools; the operational adaptation of the contents of the ILO Coop Training Packages to the Mozambican context, with cross-cutting integration of social inclusion and gender equality approaches; technical coordination with the project team to ensure consistency with the intervention logic of Result 3. 2.2 Delivery and facilitation of the in-person component (bootcamp) conducting the 40-hour in-person bootcamp in Maputo; facilitating training sessions with a participatory and cascading approach; support participants in defining their role in the subsequent training activities envisaged by the project. 2.3 Technical and methodological support for Activity 3.3.4 Simplified training program for orientation and start-up of cooperative business contribution to the development and adaptation of the simplified training programme derived from the ILO modules; methodological support for local trainers to ensure continuity between the training of trainers and the training intended for final beneficiaries; the transfer of tools and materials useful for the replicability of the intervention. 3. Objectives of the assignment The assignment aims to: Strengthen the technical and methodological skills of local trainers involved in the ToT; ensure full understanding, mastery, and operational application of the My.Coop method, as the primary methodological framework for managing and developing agricultural cooperatives, in accordance with the ILO Coop Training Packages; ensure participants ability to use and transfer the My.Coop method in subsequent cascading training activities; and contribute to the development of a training program consistent with the principles of modern cooperativism and the employment inclusion of vulnerable people. develop and structure the simplified training program envisaged in Activity 3.3.4, adapting it to the local context and the needs of people in vulnerable conditions, in line with the projects methodological framework. 4. Planned activities 4.1 Preparation and coordination technical coordination with Coopermondo (CM); review and adaptation of the ILO Coop Training Packages (Think.COOP, Start.COOP, Manage.COOP, My.COOP ); cross-cutting integration of social inclusion and gender equality approaches. 4.2 Implementation of Activity 3.3.1 In-person Bootcamp (ToT) conducting the 40-hour intensive bootcamp in Maputo (approximately 5 consecutive days); application of participatory and peer-to-peer methodologies inspired by the C-BED (Community-Based Enterprise Development) approach; facilitation of cascade-oriented exercises; support in defining the roles of local trainers throughout the project. preparation and administration of an evaluation test (baseline) aimed at determining the level of knowledge of the participants with respect to the contents of the training preparation and administration of a final evaluation test, aimed at measuring the level of learning acquired and estimating the percentage change in skills compared to the baseline. collection of qualitative feedback and a course satisfaction questionnaire. 4.3 Methodological support for Activity 3.3.4 In the context of optimising the mission and capitalising on the skills of the international trainer, the assignment includes technical and methodological support to Activity 3.3.4 Simplified training program for orientation and start-up of cooperative business, through: Contribution to the development and/or adaptation of a simplified training program, derived from ILO methodologies, intended for end beneficiaries, with defined content, modular structure, and operational tools. support for the structuring of content in an accessible, practical and inclusive way, with particular attention to prisoners and ex-prisoners; implementation of 2 technical work sessions (approximately 3 hours each) with local trainers and promoters, aimed at validating the programme and operational planning of the cascade training; methodological support for local trainers and promoters responsible for implementing the activity, including defining content, modular structure, and operational tools; contribution to the definition of operational materials and tools for cascade training. preparation of a short technical note containing operational guidelines for the implementation of the simplified program The trainer will not directly provide training to the final beneficiaries, which remains the responsibility of the local partners, but will work to strengthen local capacity. 5. Beneficiaries Direct: approximately 20 trainers (officials, technicians and local promoters). Indirect: social and productive cooperatives, young and female prisoners and ex-prisoners involved in subsequent activities. 6. Duration and period Total duration of the assignment: forty (40) working days, including: preparation; bootcamp implementation; methodological support for 3.3.4. Indicative period: May 2026. 7. Deliverable The consultant will be required to produce the following deliverables: Detailed training plan for the Training of Trainers (Activity 3.3.1), including: structure of the modules (My.Coop, Think.Coop, Start.Coop, Manage.Coop); distribution of hours; bootcamp daily agenda; Teaching methodology and assessment tools. (To be submitted before the start of the bootcamp and approved by the project team.) detailed bootcamp agenda (final version); targeted teaching materials (slides, exercises, operational tools); initial and final evaluation tests, with a brief summary of the results and an estimate of the percentage change in learning; signed attendance register; photographic log of the activity; short technical report on Activity 3.3.1 (max 56 pages); methodological note supporting Activity 3.3.4, containing operational guidelines for the implementation of the simplified program. 8. Required profile proven experience in cooperatives, social enterprises and ESS (minimum 5 years); documented experience in Training of Trainers; knowledge of ILO Co-op Training Packages (preferential); experience in international cooperation; intercultural working skills and methodological transfer. Excellent knowledge of written and spoken Portuguese, with proven experience in conducting training activities in Portuguese-speaking contexts. Bachelors degree in social sciences, economics, international development, international cooperation, education, or related disciplines. Relevant professional experience may be considered in lieu of a degree. 9. Added value of the assignment Integrating support for Activity 3.3.4 allows you to: maximize the impact of the international mission; strengthen coherence between Outcome 3 activities; optimize the use of financial resources allocated to international mobility. 10. Contractual conditions The overall duration of the assignment is estimated at up to 40 working days, including preparation activities, implementation of the in-person component of the Training of Trainers (40 hours), technical-methodological support for Activity 3.3.4 and final feedback. Compensation will be set on a daily basis (professional fee), consistent with the seniority of the selected candidate and in line with market benchmarks for technical consultancy in international cooperation projects. International travel expenses, insurance, and any other authorized out-of-pocket expenses will be regulated separately in the contract, according to internal procedures and rules applicable to the project. The payment methods and timing will be defined in the assignment contract.
