Request for proposals for Advancing Methane Emission Mitigation Solutions and Institutional Capacity in CambodiaS Pig Farm Waste Management. GGGI Cambodia is inviting eligible consulting firms or a consortium of firms to submit their proposals for the following scope of work: PROJECT BACKGROUND: The ASEAN-Korea Cooperation for Methane Mitigation (AKCMM) project was approved by the ASEAN Secretariat and the Republic of Korea in 2024. This project is being implemented in nine ASEAN countries, including Cambodia, over a period of three years between 2024 2027. The project is funded by the ASEAN Korea Cooperation Fund (AKCF). The AKCMM project is the first project being implemented under the Partnership for ASEAN-ROK Methane Action (PARMA), which is a regional initiative aimed at supporting methane action at scale in the ASEAN countries, focusing specifically on facilitating the development of methane reduction projects and building capacity on methane action. GGGI is the main implementing partner working closely with the General Directorate of Policy and Strategy within the Ministry of Environment (MOE) and the General Directorate of Agriculture within the Ministry of Agriculture, Forestry and Fisheries (MAFF). The objective of the AKCMM project in Cambodia The project aims to support the Royal Government of Cambodia across three main outputs. The first one is developing and implementing a comprehensive National Methane Reduction Plan (MRP). This will help identify methane reduction technologies that may be considered for implementation in Cambodias pig farm industry. The second output involves improving Cambodias methane emissions measurement, inventory compilation, and reporting through enhanced methodologies and data quality. The project will conduct detailed gap analysis, propose concrete recommendations for improvement of the monitoring, reporting and verification of methane emissions in Cambodia, and recommend institutional arrangement alongside a robust MRV framework. Through the third output, the project seeks to demonstrate proof of concept for an intervention in the agriculture sector, that has high potential of methane emission reduction. A targeted capacity-building program will be integrated throughout the outputs to empower national stakeholders in managing and sustaining methane reduction efforts, ensuring all components align with Cambodias existing climate change policies, including its NDC, LTS4CN, and relevant sectoral strategies. ASSIGNMENT OBJECTIVE: GGGI is seeking a skilled consulting firm specializing in pig farm waste management to: i. Develop a tier 2 Methane Conversion Factor for pig farm waste sub-sector in Cambodia ii. Conduct the feasibility study of methane emission reduction from pig farms through optimization of biodigester, assessment of quality of digestate, and additional source of revenue generation (methane, digestate) and savings from electricity generated or water consumption. iii. Build the capacity of the dedicated MAFF and MOE team on MCF, Methane emission inventory use, specifically in the pig farm waste sub-sector, and other topics as identified and prioritized by MOE and MAFF related to pig farm waste.
