The Subject Of This Order Is The Selection Of A Contractor For The Implementation Of The Smr Of A Site: Photovoltaic Power Plant With A Total Installed Capacity Of Up To 1Mw And Electrical Energy Storage Facilities (See) In Upi I- For Health Care And Administrative Services, Quarter 416, Buildings With Identifiers 55155.507.268.13 And 55155.507.268.16 According To The Kkkr Of The City Of Pazardzhik, Municipality Pazardzhik, 15 Bolnicna St. The Public Procurement Has An Estimated Value According To Art. 20, Para. 2, Item 1, Which Allows The Application Of A Public Competition Procedure Within The Meaning Of Art. 18, Para. 1, Item 12. The Holding Of The Public Competition Provided For In The Public Procurement Act Guarantees To The Greatest Extent The Publicity Of The Awarding Of The Contract, Respectively The Transparency In The Expenditure Of The Financial Resources, While At The Same Time Helping To Reduce The Administrative Burden On The Participants. The Choice Of The Type Of Procedure Is Based On Article 18, Para. 1, Item 12 Of The Plo, In Connection With Chapter Twenty-Five, Section Ii Of The Plo And Aims To Comply With The Legal Rules And Ensure Transparency When Awarding By The Contracting Authority Under Art. 5, Para. 2, Item 16 Of The Plo. In Relation To The Conditions For Conducting The Procedure, Not Regulated In The Complete Documentation For Participation, The Provisions Of The Public Works And Transport Act, The Rules For The Implementation Of The Public Works And Transport Plan (Ppzop), The Law On Territorial Planning (Zut), As Well As The Relevant National And International Normative Acts (Statutory And By-Laws) Regulating The Activities From The Scope Of The Award, According To The Specifics Of The Object Of Implementation, Including Those Related To The Various Hypotheses Of Participation Of Specific Business Entities - Local And/Or Foreign Physical Entities And/Or Legal Entities, In Relation To The Administrative-Legal Framework, Legal Personality And Technical Capabilities, For Which Persons The Relevant And Applicable Regulations, Registration And Licensing Regimes Are Relevant. The Procedure For Awarding The Public Contract Is Based On The Principles Of Publicity And Transparency, Of Free Competition, Proportionality, Equal Treatment And Non-Discrimination, Giving The Opportunity For The Participation Of All Bulgarian Or Foreign Natural And Legal Persons, Their Associations, As Well As All Other Entities That Meet The Requirements Of The Contracting Authority, Objectified In The Set Of Documents That Make Up The Documentation For Participation In The Procedure.
