INTRODUCTION The Kano Independent Research Centre Trust (KIRCT) is a biomedical and healthcare research institution established for the benefit of the people of Kano State and Nigeria. The Centre conducts research on communicable and non-communicable diseases of public health importance across Nigeria and the African continent. KIRCT hereby invites sealed bids from reputable, qualified, and experienced contractors for the execution of the Solar Inverter System project described below. 2. PROJECT DESCRIPTION Engineering, Procurement, Installation, Testing and Commissioning of a 1446 kWh OEM Pre-Assembled Containerized Battery Energy Storage System (BESS) integrated with a 350 kW Hybrid Inverter/Solar Panels (PV) System. The procurement process shall follow a Two-Stage Tendering Procedure consisting of: Technical Bid Financial Bid Only bidders that successfully meet the technical evaluation criteria will have their Financial Bids opened for consideration. 3. SCOPE OF WORK a) 1446 kWh BESS + 350 kW Hybrid Inverter System with The contractor shall undertake the Engineering, Procurement, Installation, Testing and Commissioning of a complete OEM factory-assembled Hybrid Inverter System from any of the following approved manufacturers: Deye Felicity Bluesun The scope shall include, but not be limited to, the following: 350 kW Hybrid High Voltage 3-Phase, 50 Hz Inverter System with associated charge controllers Solar PV modules including roof or ground mounting structures, accessories, DC cables, cable trays and conduits as required 1446 kWh 40-ft or 20-ft Containerized Battery Energy Storage System (BESS) Battery racks, Battery Management System (BMS), DC and AC combiner cabinets with circuit breakers, surge protection devices, switchgear, protection systems and associated accessories Integration with the existing electrical infrastructure of the facility Load Segregation & Balancing All Required civil, structural and electrical installation works Testing, commissioning and performance verification of the complete system Training of the Clients technical personnel on system operation and maintenance Provision of six (6) months operation and maintenance services Submission of complete technical manuals, drawings, and warranty documentation Any additional works necessary to deliver a fully operational and functional system 4. TECHNICAL BID REQUIREMENTS 4.1 Company Legal and Statutory Documents Bidders shall provide the following: Certificate of Incorporation Evidence of Tax Compliance for the last three (3) years Relevant operational licences and industry certifications A Sworn Affidavit from a High Court of the Federal Republic of Nigeria stating that: No Director, shareholder or staff of KIRCT has any interest in the bidding company None of the companys Directors has been convicted of fraud or financial impropriety The company is not in receivership, insolvency or bankruptcy 4.2 Corporate Structure and Personnel Organisational structure indicating reporting lines and functional responsibilities Curriculum Vitae (CVs) of key technical personnel showing qualifications and relevant experience 4.3 Relevant Experience and Track Record Bidders must provide evidence of at least three (3) similar projects completed within the last five (5) years, supported by: Award Letters Reference Letters Completion Certificates In addition, bidders must demonstrate verifiable experience in the design and installation of Battery Energy Storage Systems (BESS) and Solar PV inverter systems of comparable capacity. Evidence of OEM authorization or partnership with Deye, Felicity or Bluesun must also be provided. 4.4 Technical Proposal The Technical Proposal shall include: Detailed methodology and work plan System design layout and technical specifications Equipment data sheets for major components including: PV Modules Inverters Battery Energy Storage System (BESS) Other critical system components Project timeline and implementation schedule Contract management and site supervision strategy Quality Assurance (QA) Plan Health, Safety and Environment (HSE) Plan 4.5 Financial Capability Audited financial statements for the last three (3) years Bank reference letter indicating the banks willingness to support project financing 4.6 Health, Safety and Environment (HSE) Company HSE policy Safety management procedures and compliance framework 5. FINANCIAL BID REQUIREMENTS (For technically qualified bidders only) The Financial Bid shall include: Priced Bill of Quantities (BoQ) Warranty terms and after-sales support Proposed payment schedule Validity period of the financial offer Financial bids submitted by bidders who do not meet the technical requirements will not be opened. 6.
