The Subject Of The Competition Is The Design Of A Central Monument To Warn And Commemorate The Victims Of The Communist Dictatorship In Germany In The Spreebogenpark In Berlin-Mitte. The Aim Of The Competition Is To Obtain A Convincing Design For The Monument, Which Serves As The Basis For Further Planning And Implementation. The Future Memorial In The Spreebogenpark Is Intended To Honor The Victims Of Communist Tyranny In Germany. The Aim Is To Create A Space For Empathetic Remembrance In Society That Respects And Conveys The Suffering, Personal Dignity And Courage Of Those Affected As Well As Their Experiences Of Persecution, Oppression And Injustice. The Planned Monument In The Political Center Of Berlin Is Intended To Express The Social And Political Responsibility Of The Federal Republic Of Germany And At The Same Time Provide An Internationally Visible Symbol Of Remembrance. The Memorial Is Intended To Create A Place Of Mourning And Remembrance For Those Affected And Their Relatives. The Monument Should Be Designed As A Three-Dimensional Sculptural Object That, Together With A Separately Created, Integrated Information Offering, Should Appear Uniform. Both Components Should Be Harmoniously Connected To Each Other To Form A Coherent Overall Ensemble. The Dedication Of The Monument, Which Should Be Integrated In A Suitable Place, Is: “In Memory Of The Suffering And In Respect Of The Dignity Of The Victims Of The Communist Dictatorship In Germany.” After The Peaceful Revolution In 1989, The Scientific And Social Debate On The Crimes Of The Sed Dictatorship Began. In 2008, The Union Of Victims Associations Of Communist Tyranny, Founded In 1991, Was Formed. V. An Initiative Group That Took The First Steps Towards Creating A Central Memorial For The Victims, Closely Supported By The Federal Foundation For Coming To Terms With The Sed Dictatorship And Other Supporters. In 2015, The German Bundestag Spoke Out For The First Time In Favor Of Building A Central Memorial For The Victims Of The Communist Dictatorship. In 2019, The German Bundestag Made A Binding Decision To Erect Such A Monument And Confirmed It Again In 2022. Responsibility For Implementing The Project Lies With The Federal Government Commissioner For Culture And Media. The Coordination Office Located At The Federal Foundation For Reprocessing Is Supporting The Project In Close Coordination With The Union Of Victims Associations Of Communist Tyranny. V. The German Bundestag Has Approved A Maximum Budget Of 5 Million Euros (Including Vat) For The Implementation Of The Monument. This Total Amount Also Includes The Funds For The Competition As Well As Other Accompanying And Preparatory Costs For Construction.
