Expression of Interest are invited for Technical reviewer for Bogota Roads The International Finance Corporation (IFC), a member of the World Bank Group, has been engaged by and is working with several public entities in the BogotáCundinamarca region, including Bogotás (i) Urban Development Institute (IDU) and (ii) TransMilenio (TM) and from Cundinamarca: (i) Regional Mobility Agency (ARM); (ii) Roads and Concession Institute (ICCU); and (iv) Development Fund (Fondecun) to support the structuring of a set of strategic transport infrastructure projects under a Metropolitan Transport Umbrella Program (the Program). The Program provides a programmatic framework to address severe congestion and connectivity challenges across the metropolitan area, with a strong spatial focus on western Bogotá and its surrounding municipalities, where multiple strategic transport corridors and alternatives converge. The Program encompasses a broader pipeline of transport and mobility projects promoted by different entities in the metropolitan region. However, the scope of this Expression of Interest is limited to the following four projects, for which IFC is providing transaction advisory services and for which the Technical Reviewer Consultant will provide independent technical review services. (See Annex 1 for more details on the projects): IDU / TM: Avenida Cali Calle 80 BRT (Brownfield, 25 km) IDU: ALO Centro Urban Highway (Greenfield, 6 km) IDU: ALO Norte Urban Highway (Greenfield, 6 km) ARM: Calle 80 BRT (Brownfield, 7.7 km) The Program seeks to leverage private sector participation through PPPs to deliver climateresilient, inclusive, and financially sustainable transport infrastructure. By doing so, it aims to improve mobility, reduce travel times, and enhance access to economic opportunities for the rapidly growing population of the BogotáCundinamarca metropolitan area The engagement with the Technical Reviewer Consultant for the Services is expected to end no later than December 31st, 2027.
