Tenders are invited for Consultancy Building the MEAL Plan Revision of the CI Strategic Framework Closing Date: 7 Apr 2026 Type: Consultancy Caritas Internationalis (CI) is a worldwide Confederation composed of 162 national organisations and 7 Regional Secretariats working on emergency relief and integral human development. In 2022, Caritas undertook a highly participatory process to develop the CI Strategic Framework 2024-2030 (CI SF), which was approved in May 2023 by the General Assembly and entered into force in January 2024. The CI SF includes Five strategic orientations: Caritas at the heart of the Church (SO1); Reduce risk, save lives and rebuild communities (SO2); Promote sustainable integral human development and care for creation (SO3); Increase the effectiveness of the Caritas confederation (SO4); Build global solidarity (SO5). Moreover, eight shared commitments which are linked to the Caritas values, were also included in the SF. In 2025, after the establishment of the global Working structure to implement the strategy, and considering the changing international contexts, the CI Representative Council decided to undertake a First Review of the CI Strategic Framework, which was facilitated by an external consultancy team (PIRON Global Development). Three main processes will characterize the follow-up of the First Review: Regionalization (which will be led by a specific Task Force in charge of it) Building a MEAL Plan to monitor and evaluate the implementation of the CISF, and operationalise the data collection, reporting and use of the CISF indicators Revision of the current version of the CI Strategic Framework for presentation to the General Assembly 2027. This consultancy is required to address points 2 and 3, while point 1 is an ongoing parallel process (under implementation through an external consultancy between March and September 2026). Objective: Develop a MEAL Plan and revise the current Strategic Framework 2024-2030. The consultant will be responsible for both components of the work, according to the calendar proposed. Deliverables: A MEAL Plan including key indicators for the current strategy, and the revised version of the Caritas Internationalis Strategic Framework 2024-2030. The narrative proposal (indicatively, a note of around 5-6 pages) should reflect the understanding of the task and roles and should show the methodology, approach, plan for stakeholders engagement, and work plan; indicate the actions timeline and a budget based on the information provided in these ToR. The candidate consultant is also requested to submit a presentation of the consultancy firm describing previous experience in global consultancy relevant to these ToR (with 1-2 examples of previous relevant assignments) and how profile matches the requirements, CV of the consultant(s) in charge and motivation to take part in this assignment.
