The Regional Challenge Fund (the RCF) is a distinct facility set up to strengthen the labour market relevance of vocational training (VET) particularly through support to VET projects that are jointly implemented by vocational training institutes and partner enterprises (cooperative training approach) in the Western Balkans 6 countries. While the RCF grant scheme provides financial assistance at implementation level (namely to consortia of VET providers and businesses to implement cooperative training schemes), the RCF Accompanying Measure (RCF-AM), is an add-on to the Albania national window of the RCF. The RCF/AM focusses on designing tailored capacity building measures to macro- and meso-level institutions responsible for VET governance in Albania. The relevant national institutions addressed by the RCF/AM are the Ministry of Education, Culture and Innovation (MECI) and the two executive agencies the National Agency for Employment and Skills (NAES) and the National Agency for VET and Qualifications (NAVETQ).
