The Commune Of Noyelles-Sous-Lens Wishes To Build Its New Municipal School Catering Center Located Rue De Douvrin, In The Commune Of Noyelles-Sous-Lens. The Land Area Of ​​This Project Is Approximately 1900 M2. The Main Challenges Of The Project Are To: • Create An Emblematic Building, Fully Integrated Into The Cité D5anchin District (Erbm And Political Priority District Of The City) And More Broadly Into Its Territory; • Design Scalable And Modular Equipment, Adapted To Current And Future Uses; • Guarantee A Sustainable And Eco-Responsible Design, Low In Energy And Resources; • Guarantee Respect For The Principle Of Moving Forward With Foodstuffs; • Offer Functional, Comfortable And Acoustically Controlled Spaces, Promoting The Well-Being Of Users; • Develop Quality Public Spaces And Create Synergies With The Existing Urban Fabric; • Respect All Regulations In Force; • Ensure Compliance With The Schedule, With Delivery Of The Project No Later Than March 2029. The Environmental, Energy And Overall Performance Requirements Of The School Catering Project Are Part Of A Voluntarily Demanding And Coherent Framework, Based On: • Strict Compliance With French Regulatory Requirements In Force On The Date Of Submission Of The Building Permit, In Particular The Re2020 Environmental Regulation And Its Developments, Including The Thresholds Applicable To The Corresponding Level; • An Ambition For Very High Energy Performance, Aiming To Achieve A Level Of Passive Building Performance, Optimized By Phpp (Passive House Planning Package) Calculation, Without Seeking Certification. • The Requirements Of The Hqe Benchmark While Integrating The Objectives Of The Rev3 Benchmark Of The Hauts-De-France Region, Particularly In Terms Of Energy, Resources, Resilience And Social Innovation. The Project Management Must Design Public Equipment: • Very High Energy Efficiency, Specifically Adapted To The Uses Of A School Restaurant Including A Reheating Office; • Favoring Passive, Sober, Robust And Proven Solutions, Easy To Operate And Maintain; • Guaranteeing A High Level Of Comfort For Users, Both Thermally, Acoustically, Visually And In Terms Of Indoor Air Quality; • Limiting The Carbon Footprint Of The Building Over Its Entire Life Cycle; • Ensuring Control Of Energy Consumption And Operating Costs. The Estimated Financial Envelope For The Work Is Set By The Project Owner At 3,214,630 Excluding Tax • Of Which The Part Allocated To The Building Work Is €2,867,880 Excluding Tax • And The Part Allocated To The Exterior Fittings Work Is €346,750 Excluding Tax.
