Prior Information Notice For Public Road Transport Services – Direct Award Of A Service Concession For The Operation Of Line 40. To Supply The Population In The Area Of The Ossiach - St. Andrä - Villach Suburban Connection, An Additional Order Is Being Carried Out In Accordance With Section 23 Paragraph 1 Of The Motor Vehicle Lines Act (Kflg) On The Basis Of A Service Concession. The Line 40 In Question Serves The Route Between Villach-Ossiach During Peak Traffic Times In The Morning, Midday And Evening From Monday To Friday. Wochenendverkehr Oder Verkehrsdienste Außerhalb Der Spitzenzeiten Werden Optional Vorbehalten. In Connection With Student Traffic, Traffic Peak Times Are The Timely Arrival Before The Start Of Morning Classes (Usually Between 7.15 And 7.45) And The Time When The Majority Of Students Start Their Journey Home From School (Usually This Is The Period From 13.00 To 13.30) And In Connection With Commuter Traffic The Arrival Time Between 7.20 And 7.50 And The Start Of The Journey Home Between 16.01 And 7:30 P.M. (Type And Quantity Of Services Or Statement Of Needs And Requirements). A Special Permit Is Required In Accordance With The Motor Vehicle Lines Act (Kflg). This Is An Additional Order In Accordance With Section 23 Kflg. Main Target Group: Commuters And Daily Commuter Students Who Live In The Settlement Centers In The Area Subject To The Award Between Villach And Ossiach (The Main Location Of The Implementation Is The Municipal Area Of The City Of Villach). The Definition Of The Settlement Centers And Their Service Standards Can Be Found In The Regional Transport Plan Of The State Of Carinthia (See Https://Www.Kaerntner-Linien.At/Fahrplaene-Und-Linien/Regionalverkehrsplan-Land-Kaernten). The Minimum Operating Standards For School Transport Are The Times Mentioned At The Beginning. Based On A Long-Term Average Value, 183 School Days Per Calendar Year Are To Be Estimated As A Basis For Calculation Per Year. Mandatory Participation In The Transport Association: The Association Specifications Of The Kärntner Linien Transport Association Apply To Fare Setting And Tariff Application In The Operation Of Transport Services. A Network Compensation As Well As Fare Replacement Shares (For Free Travel For Students And Apprentices) Are Paid Out By The Verkehrsverbund Kärnten Gmbh In Accordance With The General Regulations And Are Only Part Of The Service Concession Agreement In The Calculation Sense. At Approximately 58,500 Km, The Annual Public Passenger Transport Performance Is Below The Threshold Of 300,000 Km Defined In Article 5 Paragraph 4 Of Regulation (Ec) 1370/2007. Taking Into Account The Assigned Threshold Values, The Client Expressly Reserves The Right To Order Additional Transport Services (E.G. Transport For Additional Target Groups On School-Free Days) As Well As To Promote Fleet Decarbonization In The Sense Of A Contract Supplement/Change In The Negotiated Procedure Without Prior Notice To The Future Operator As The Concessionaire If Additional And/Or Changed Transport Services Are Required
