Traffic Monitoring Equipment – ​​Framework Agreement Regarding An Integrated End-To-End Solution For The Entire Enforcement Chain Using (Anpr) Cameras. The Aim Of This Assignment Is To Conclude A Non-Exclusive Framework Agreement And Purchasing Center With One Supplier To Support The Rollout Of An Integrated Enforcement Solution Based On (Anpr) Camera Technology. The Framework Agreement Mainly Includes The Supply And Installation Of (Anpr) Cameras And Associated Infrastructure Elements, The Supply Of Software Components That Allow The Detection Of Infringements And Support Their Administrative Handling, Including The Processing Of Gas Fines And The Follow-Up Of Collection Processes, As Well As The Necessary Configuration And Start-Up Of These Components With Customers Of The Framework Agreement. The Assignment Therefore Aims At A Coherent Solution For The Core Processes Of The Enforcement Chain, Without Aiming For Unlimited Or General It Services. The Framework Agreement Is Set Up As A Non-Exclusive Framework, Whereby Customers Who, For Example, Already Have Existing Systems, Are Not Obliged To Purchase The Entire Package Integrally. This Flexibility Is Also Intended To Allow Both Larger And Smaller Authorities To Make Phased Or Partial Use Of The Framework Agreement, Without Creating A Comprehensive Purchase Obligation. This Assignment Includes A Delivery, Services And Works Component. The Focus Of This Framework Agreement Is On The Delivery Of (Anpr) Camera Infrastructure And The Associated Hardware Components, Which Form The Essential And Most Characteristic Part Of The Order. The Contract Also Includes Associated Services Directly Related To The Operational Functioning Of The Enforcement Solution, Including Installation And Configuration Services, Integration With Existing Back-Office And Administrative Systems Of Local Authorities To The Extent Relevant For The Implementation Of The Enforcement Chain, Hosting Or Equivalent Forms Of Exploitation Of The Software Components Including Monitoring, Maintenance And Support, As Well As End-User Training And Technical Support During The Term Of The Framework Agreement. The Software Components And Associated Services, Such As Configuration, Operation, Support, Maintenance And Hosting Or Equivalent Forms Of Management, Are Mainly Intended To Ensure The Proper Functioning Of The Delivered Infrastructure And The Enforcement Chain And Are Therefore Supportive And Incidental To The Delivery Component. Finally, The Assignment Also Includes Any Limited Works That Are Necessary In The Context Of The Installation Of The Camera Infrastructure, Such As Foundation, Mounting, Cabling And Connection Works. These Works Are Inextricably Linked To The Installation Of The Camera Infrastructure And Should Be Regarded As Incidental Services.
