Tenders are invited for Optometrist Doctor. Access to quality education remains limited for children with disabilities and special educational needs, particularly in vulnerable communities between Tripoli and Minnieh-Denniyeh area. The Rene Moawad Foundation is implementing a community-based health and inclusive education project DIRASA, which aims at improving access to essential eye care services for vulnerable children and underserved populations. Uncorrected refractive errors and preventable visual impairments significantly affect educational achievement, productivity, and quality of life. The project includes vision screening, refraction, prescription of corrective lenses, referrals, and awareness activities. Job Description: To provide professional optometric services including vision screening, refraction, prescription of corrective lenses, early detection of eye conditions, referral of complex cases, and community awareness to improve visual health outcomes among beneficiaries. Responsibilities: Conduct visual acuity testing using standardized tools. Perform refraction assessments (objective and subjective). Diagnose refractive errors (myopia, hyperopia, astigmatism, presbyopia). Identify early signs of eye diseases requiring referral. Prescribe corrective lenses. Support selection and fitting of eyeglasses. Provide basic management of non-surgical eye conditions within scope of practice. Maintain infection prevention and control standards. Refer suspected pathological or surgical cases to ophthalmologists or specialized facilities. Track referral outcomes and follow-up cases when necessary. Maintain accurate and confidential patient records. Collect and compile service data for monitoring and evaluation. Submit monthly and quarterly activity reports. Education: Bachelors or Master degree in Optometry. Competencies: (Knowledge, Skills & Abilities) Professional Competencies: Minimum 3-4 years of relevant clinical experience. Experience in community-based or NGO settings is an asset. Strong refraction and diagnostic skills. Experience working with children and vulnerable populations. Ability to work in outreach/mobile clinic settings. Good communication and patient counseling skills. Data recording and report-writing ability. Achievement of screening and service targets. Quality and accuracy of clinical services. Timely submission of reports. Compliance with safeguarding and RMF policies. Child Protection and Safeguarding Policy. Confidentiality standards. National professional regulations. Duration: The implementation of individual sessions in this Project is starting March 2026 and will be ending in September 2026. Specialists and doctors is expected to deliver all the required services within this period.
