Expression of Interest for Legal Consultant for Drug Warehousing in Odisha. Publication Date: 03/11/2026 12:00 AM EDT EOI Deadline: 03/25/2026 11:59 PM EDT Description: The Odisha State Medical Corporation Limited (OSMCL) is responsible for implementing the Government of Odishas NIRAMAYA Free Medicine Distribution Scheme, which aims to ensure the uninterrupted availability of essential medicines across the state. To strengthen the pharmaceutical supply chain and improve storage and distribution efficiency, OSMCL intends to develop a network of district-level Scientific Drug Warehouses (SDWs) across the state of Odisha. The proposed project will cover at least ten warehouse locations and will be implemented through a PublicPrivate Partnership (PPP) model. Under this structure, private sector partners will be responsible for the design, development, financing, operation, and long-term maintenance of the warehouse facilities. To support the structuring and implementation of this PPP transaction, OSMCL intends to appoint the International Finance Corporation (IFC) to provide transaction advisory services, including project structuring, due diligence, and management of a competitive bidding process for the selection of private sector partner. In this context, IFC seeks to engage a Legal Consultant to support the legal due diligence and structuring of the PPP transaction. The scope of services will include reviewing the applicable legal and regulatory framework, conducting legal due diligence on the proposed project sites and institutional arrangements, advising on PPP structuring options, and drafting and finalizing transaction documents, including the Request for Proposal (RFP), concession or project agreements, and other relevant contractual documentation. The consultant will also support IFC and OSMCL in ensuring compliance with applicable laws and regulations, structuring appropriate risk allocation mechanisms, and assisting in the evaluation of bids and finalization of contractual arrangements with the selected private sector partner.
