Tenders are invited for Animation Campaign Production 1.Background The Lebanese Women Democratic Gathering (RDFL) is a feminist, secular, non-governmental organization advocating for and raising awareness about the rights of women and girls in Lebanon. Founded in 1976, the RDFL is one of the oldest feminist organizations, one based on volunteerism. RDFLs vision is to achieve equality between women and men in all spheres and to provide protection from gender-based violence. RDFLs mission is to work on and advocate for the elimination of gender-based violence and all forms of discrimination, and to achieve full citizenship for women through a widespread and empowered membership and in collaboration with civil society. RDFL, in partnership with CARE, is seeking a filmmaker or production house to produce an animation campaign video addressing sexual exploitation and abuse during emergencies, within the framework of PSEA rights. 2. Purpose The primary goal of this call is to develop a compelling animation video for social media that: Explains the rights of women, girls, and communities under PSEA. Clearly communicates the prohibited practices of sexual exploitation and abuse in emergency contexts. Emphasizes accountability and collective responsibility to uphold these rights. Provides accessible, rights-based messaging that strengthens protection during crises. The campaign will also include 34 social media posts adapted from the video, each carrying concise key messages that reinforce the rights framework and the absolute prohibition of sexual exploitation and abuse. 3. Description RDFL seeks a professional communications service provider to deliver a high-quality animation campaign video with social media posts adapted from the main video. Visual communications materials will follow RDFL guidelines and donor branding rules, geared towards increasing visibility of RDFLs project and donor support. The service provider will be responsible for end-to-end production, including concept development, narrative identity, animation, editing, and adaptation into social media formats. 4. List of Deliverables Develop a storyboard aligning each scene with the approved script and propose an inclusive illustration style that represents diverse ages, abilities, optimized for social media, based on RDFL briefings, aligned with RDFL brand guidelines and donor visibility requirements. Produce 2D motion-graphics/ or character-driven animation sequences based on the storyboard. Ensure all imagery is culturally appropriate, gender-sensitive, and reinforces survivor dignity. Provide 34 social media posts adapted from the video, each carrying key rights-based messages. Ensure several feedback rounds during editing to guarantee quality and clarity. Edit and produce a strong, final animation campaign video that includes subtitles, RDFL branded elements, and donor logos. 5. Expected Outputs An animation campaign video that clearly explains PSEA rights and the prohibited practices of sexual exploitation and abuse during emergencies. Increased awareness among Lebanese society of PSEA rights and the absolute prohibition protecting women, girls, and communities in crisis contexts. Sensitization of the Lebanese public on sexual exploitation and abuse as a violation of rights, reinforcing accountability and collective responsibility. Engagement of Lebanese society in upholding PSEA standards, spreading rights-based messaging, and rejecting all forms of sexual exploitation during emergencies. 34 social media posts derived from the animation video, each carrying concise rights-based key messages to strengthen visibility and reinforce the campaigns reach. 6. Criteria for Submitting a Bid 6.1 Applicants must meet the following criteria: Be a senior filmmaker with a team or a legally registered and have actual operations in Lebanon, Be directly responsible for the preparation/ management/implementation of the project, i.e. not act as an intermediary; Be experienced in the field of video production, animation, editing, voice-over, subtitles and photography Be financially sound and financial continuity throughout the project; Having Arabic-speaker staff on board is compulsory. Deliver tangible and efficient results; Be able to efficiently budget and contribute to the success of the activities. Be in possession of technical equipment (camera, software, etc.) required for the production of deliverables. 6.2 Applicants must submit a bid on their own being the mere implementing body. 7. Application Details We are looking for service providers who: Are competitive budget-wise and can contribute to the success of the activities. Ensure visibility and branding for RDFL and the back donor Have reasonable experience in the fields of refugees and protection sector in general Have added value and advantage over competitors; RDFL will be the copyright owner of all videos, including raw footage. 8. Required documents: Technical proposal ((including treatment of the campaign outlining a creative and impactful methodology for producing a campaign that explains PSEA rights, highlights the prohibited practices of sexual exploitation and abuse, and emphasizes accountability and collective responsibility). written in English. Selection Criteria: The tender evaluation committee will evaluate and award the contract on the basis of the following selection criteria: Price Quality Selection method (selection criteria evaluation): Evaluation method (selection criteria evaluation): Price Criteria weight is 50 % Formula: (Best Tenderer Price/Evaluated Tenderer Price) *Criterion Weight. The price shall be quoted in USD Quality Criteria weight is 50% Point evaluation (weighted points): Criterion will obtain between 0 and 5-point, 5 points being the maximum, 0 points being the minimum and the points obtained will be multiplied by criterion weight. PIN expert evaluation committee will assign up to 5 points for the best quality of the sample, based on the following evaluation grid: Score Benchmark for Services/Works Excellent response with no weaknesses shown and exceeds the requirement - also provides comprehensive, detailed, and convincing assurances that the services will be delivered to an excellent standard A very response that demonstrates real understanding and fully meets the requirements - offers assurances that the service delivered will be of a high standard A satisfactory response that demonstrates a reasonable understanding of the requirements and gives reasonable assurance of delivery of services to an adequate standard, but does not provide sufficiently convincing assurance to be able to award them a higher mark A response where reservations exist - lacks full credibility/convincing detail, and there is a significant risk that the response will not deliver/be successful A response where serious reservations exist - the may be because, for example, insufficient detail is provided and the response has fundamental flaws or seriously lacks credibility with a high risk of non-delivery The response completely fails to address the criterion under consideration Those bidders who get less than 3 for the capacity of the bidder shall not be accepted or considered and their offer will be rejected. For each bid, points from all evaluation criteria will be added up and the winning bid will be the bid with the highest number of points. In case of an equal number of points, the winning bid will be the one with the lowest price. 10. Remuneration Payment will be released upon RDFLs acceptance of the final deliverables following review by RDFL.
