Expression of Interest for Recruitment of Offices for Monitoring and Controlling the Construction/Rehabilitation of Administrative Buildings for the benefit of the DRCMEF of Yaadga (Ouahigouya), the DPCMEFs of Passoré (Yako), Zandoma (Gourcy), Loroum (Titao), Namentenga (Boulsa), Bam (Kongoussi) and Oudalan (Gorom-Gorom), the DREP and DRB of the Yaadga, Koulsé and Liptako regions. 1. Burkina Faso has received a credit and a grant from the IDA for the financing of the Community Recovery and Stabilization Project in the Sahel (PCRSS-B), and intends to use part of these funds to make payments under the contract for services related to: monitoring and control of construction/rehabilitation work on administrative buildings for the benefit of the DRCMEF of Yaadga (Ouahigouya), the DPCMEFs of Passoré (Yako), Zandoma (Gourcy), Loroum (Titao), Namentenga (Boulsa), Bam (Kongoussi) and Oudalan (Gorom-Gorom), and the DREP and DRB of the Yaadga, Koulsé and Liptako regions. 2. The overall objective of the mission is to provide supervision and monitoring for the construction/rehabilitation of administrative buildings (DRCMEF/North, DPCMEF, DREP, DRB, DGD) in the Yaadga, Koulsé, and Liptako regions. The services covered by this tender consist of five missions, distributed across the following sites: - Mission 1: Monitoring and control of the construction work for the DRCMEF in Yaadga and the DPCMEF in Loroum (Titao); - Mission 2: Monitoring and control of the rehabilitation work for the DREP and DRB in Yaadga, and the mobile customs brigade in Ouahigouya; - Mission 3: Monitoring and control of the construction work for the DPCMEF in Zondoma (Gourcy) and Passoré (Yako); - Mission 4: Monitoring and control of the construction/rehabilitation work at the DPCMEF (Departmental Directorate of Municipalities and Water Resources) in Bam (Kongoussi), Namentenga (Boulsa), and the DREP (Regional Directorate of Public Works) in the North Center; - Mission 5: Monitoring and control of the construction/rehabilitation work at the DPCMEF in Oudalan (Gorom-Gorom) and the DREP in Liptako. The execution deadlines are: Mission 1: eight (8) months, Mission 2: six (6) months, Missions 3, 4, and 5: seven (7) months each. 3. The Director of Public Procurement (DMP) of the Ministry of Economy and Finance (MEF) invites interested firms to express their interest in providing the services described above. The consulting firm must submit a complete proposal containing information demonstrating its qualifications to perform the services: - a letter of interest addressed to the Director of Public Procurement at the Ministry of Economy and Finance (MEF), specifying the purpose of the assignment; - a presentation of the consulting firms technical references, highlighting relevant experience related to this assignment over the past five (5) years, including for each project: (i) the detailed title of the project, (ii) the year of completion, (iii) the start and end dates of the project, and (iv) the contract amount; - the full address (postal address and email) and contact information of the client (sponsoring) departments for the purpose of verifying the authenticity of similar projects completed. Consultants may associate with other consultants to strengthen their respective expertise in the form of a joint venture or a subcontracting agreement. 4. Firms bids will be evaluated based on their skills and experience with similar services performed over the past five (5) years. Note: Only relevant experience supported by contracts (cover page and signature) and certificates of satisfactory performance or contract validation reports will be considered. In the event of a tie, the volume of relevant, documented experience will be used as an additional criterion for the final ranking of consultants. The administration reserves the right to conduct any verification deemed necessary, and any false information will be handled in accordance with applicable regulations. 5.
