Work Detail
Software Package And Information Systems – Home Hospitals Operational Control System. The Welfare Area Of North Ostrobothnia (Pohde) Acquires An Enterprise Control System For Home Hospital Operations. The Goal Of The Procurement Is To Support And Enhance The Operational Control Of Home Hospital Operations, Improve The Smoothness And Availability Of Operations, Strengthen Customer Safety And The Quality Of Care, And Support The Occupational Safety And Well-Being Of The Personnel. The Operational Control System Must Adapt To The Special Characteristics Of Home Hospital Operations And Support Real-Time Planning, Monitoring And Change Management. Pohtes Home Hospital Operates On The Responsibility Unit Principle And Provides Services Throughout The Welfare Area. In Home Hospital Operations, Approximately 1,200 Customers Are Treated On Average Every Month With Approximately 9,000 Customer Contacts. About 100 Employees Carry Out The Operation. The Largest Number Of Clients And Personnel Are Located In The Home Hospital Units Of Oulu And Pohde South. The Area Of The Welfare Area Is Geographically And Demographically Heterogeneous, Which Places Demands On The Flexibility And Scalability Of Operational Management. The Procured Enterprise Resource Planning System Will Be Implemented At Least In The Southern Region Of Oulu And Pohde. Commissioning Should Begin In The Fall Of 2026 At A Time To Be Agreed Separately. The Home Hospital In The Oulu Area Currently Has An Enterprise Resource Planning System In Temporary Use, But The Enterprise Resource Planning System To Be Acquired Elsewhere In Pohte Will Be Used As A New System. At The Home Hospital In Oulu, Around 35 Employees Produce Around 4000 Customer Contacts For Over 400 Customers Every Month. On The Other Hand, At The Pohde Southern Home Hospital, Approximately 25 Employees Treat Just Under 300 Customers With Approximately 1,700 Customer Contacts Every Month. Home Hospital Clients Are People Of All Ages, Whose Hospital-Level Treatment Is Carried Out In Their Own Home Or In Service Homes. Home Hospital Activities Include Acute Care, Palliative Care And Hospice Care, As Well As Individual Visits To Assess The Need For Care. Treatment Periods Are Limited, And Clients Treatment Plans (Need For Treatment, Follow-Up And Number Of Visits) Can Change In The Short Term And Also On A Daily Basis. As Such, The Operational Control Systems Used In Home Care Do Not Meet The Requirements Of Home Hospital Operations. The Control Of Home Hospital Operations Requires The System To Be Real-Time, The Ability To Manage Rapidly Changing Clientele, And Flexibility In Situations Of Changes In Visits And Resources. The Purchase Does Not Include The Purchase Of A Patient Information System. The Enterprise Resource Planning System That Is The Object Of The Acquisition Functions As A Separate Solution And Will Be Integrated As Necessary With Other Systems Used By Pohti As Described In More Detail In The Request For Tender. The Operational Control System To Be Procured Must Be Suitable For The Operating Environment Of The Home Hospital And Support The Planning, Implementation And Monitoring Of Operations In The Entire Area Of The Welfare Area In The Manner Specified In More Detail In The Request For Tenders.
