Construction Work – Public Contract For Works And Services For The Design Of Municipal Infrastructure, The Construction Of Underground Parking Spaces And The Development Of The Postsite. Through This Government Contract, The Contracting Authority Wishes To Appoint A Partnership Consisting Of A Landscape Architect, A Real Estate Project Developer And An Architect. The Landscape Architect Will First Develop An Image Quality Plan For The Entire Project Site In Collaboration With The Project Developer And The Architect. This Visual Quality Plan Includes A Qualitative Spatial Interpretation Of The Entire Project Zone (New Square To Be Constructed, Underground Parking, Multi-Family Homes, Commercial Spaces, Etc.) And Therefore Of Both The Permanent And Optional Zones (See Below). In Addition, The Landscape Architect Will Design The New Square To Be Constructed On Behalf Of The Contracting Authority. The Design Of The Square Must Of Course Fit Within The Visual Quality Plan, But It Is Only Part Of This. The Square Is Also Constructed If The Optional Zones Cannot Be Developed Due To Lack Of Agreement With The Owners (See Below). As A Public Domain, The Square Provides Access To All New Multi-Family Homes And Commercial Spaces To Be Built. All Public Space Will Belong To The Public Domain. The Contracting Authority Will Have The Construction Of The Square Carried Out Itself In A Separate Government Contract. The Project Developer Must Develop The New Plaza Walls In The Project Zone By Constructing Multi-Family Homes And Commercial Spaces On The Ground Floor. The Project Developer Will Have The Multi-Family Homes And Commercial Spaces Built And Commercialized In Its Own Name And For Its Own Account. The Project Zone Is Divided Into Three Sub-Zones (One Fixed Zone And Two Optional Zones). Determining Areas For Economic Activities Will Be Done In Consultation With The Municipality Of Bornem... This May Include, But Is Not Limited To, Catering, Retail, A Supermarket, Craft Activities That Have Their Place In A Village Center, Liberal Professions, Etc. An Underground Parking Garage Must Be Constructed Under The Buildings Of The Square Wall In The Permanent Zone And The Square In The Permanent Zone. This Underground Parking Garage Has A Threefold Purpose: - Private Parking For The Residential Entities; - Parking For The Operator Of The Above-Mentioned Economic Activities; - The Remaining Parking Spaces That Can Be Created Can Be Used To Provide Public Short-Term Parking (Shop And Go). Creating A Range Of Parking Spaces Directly In The Shopping Center Should Also Contribute To Its Revaluation And Is Therefore In Line With The Contracting Authoritys Policy Objective To Strengthen The Shopping Centre. In Addition, The Additional Public Parking Spaces Must Provide A Response To The Second Phase Of The Master Plan. In This Next Phase, The Kardinaal Cardijnplein Will Be Redeveloped. During This Redesign, The Square Will Be Partly Paved, Which Will Result In The Disappearance Of Parking Spaces. The Additional Public Parking Spaces On
