The development objective of the project is to enhance resilience to climate change and reduced food insecurity through creating opportunities for food production and incomes in Yobe State. This will be done by (i) renovating existing nurseries where tree seedlings would be produced and subsequently used to establish shelterbelts, orchards, and woodlots as well as stabilize sand dunes; (ii) expanding agricultural production area by rehabilitating degraded oasis; (iii) promoting agriculture water management schemes in riverine areas; (iv) developing and deploying carbon sequestration through multiple approaches including trees planting in institutions and implementing regreening methodologies in communities and providing incentives for natural regeneration of trees; (v) establishment of MSME that are not dependent on forest wood; (vi) creating alternative clean cooking energy for both industrial and domestic needs thus generating green jobs at scale and reducing dependency on firewood overtime; and (vii) creating systems to access carbon market. All these would be to improve agricultural production (livestock, crops, and fish) activities, as well as support other non-forest dependent livelihoods. The project is also aimed at building the resilience of local communities against the impacts of climate change, environmental degradation and effects of desertification. Sand dunes have devastated rural livelihoods with rapid encroachment on arable lands and oasis in the State. It will also promote income generation and job creation through supporting the establishment of MSMEs that are not dependent on forest wood. The project will also establish frameworks and guidance to optimise gender, environmental services and climate change benefits such as Payment of Ecosystem Services, and Carbon Credit. 2. Overall Objective of The Assignment 2.0 OBJECTIVE OF THE ASSIGNMENT The main objective of this assignment is to develop a Project Implementation Manual (PIM); this includes collection, collation and compilation of all required data, information and materials in the PIM. The PIM shall provide clear, comprehensive and practical guidance to the PIU, and all other implementing agencies on the implementation process and procedures of ECCAP. The PIM will promote greater understanding of the processes so that working relationships and coordination between implementing agencies is enhanced. It will also establish financial management systems including internal control procedures so that the government can be fully accountable to the public, development partners and other stakeholders. Specific Objectives The consultant will in consultation with the Yobe State Ministry of Environment, Project Preparation team, prepare the PIM with the following specific objectives: Define in detail component wise implementation steps and processes with clear definition of roles and responsibilities and decision-making points relevant to planning, implementation and monitoring of project activities; Describe clearly the relationship between and among implementing agencies and identify potential issues with some possible way forward for effective and efficient coordination for better implementation of the project activities. Integrate the agreed financial management, procurement, and safeguard manual/mechanisms in the PIM. Orient all the key implementing agencies on the PIM by organizing workshops. 3.
