1. The Aconcagua Health Service Requires The Acquisition Of Missing Medications From Cenabast To Ensure The Continuity Of Treatments For Users Of The Aps Network Of The Aconcagua Valley. 2. Purchase Request No. 01 Dated 01/26/2026, Party Office No. 41 Dated 01/28/2026 (Internal No. 44), Presented By The Requester Of The Management Department At Red, Indicated By Email Dated 02/05/2025 (Leandro Lobos), Was Duly Approved And Authorized By The Head Of The Management Department At Red, The Deputy Director Of Management Assistance, The Deputy Director Of Physical And Financial Resources And The Head Of The Finance Department, Who Support The Acquisition. 3. That, In Compliance With Current Regulations On Public Procurement, The Electronic Catalog Of The Framework Agreement, Circular Economy Was Reviewed And It Was Found That The Required Product(S) And/Or Service(S) Are Not Available In Said Catalogue. 4. That, According To The Provisions Of Article 65 Of Decree 661 That Establishes The Regulations Of Law 19,886, When Opting For The Public Bidding Process, The Invitation Made By The Bidding Entity Must Be Sent To A Minimum Of Three Possible Suppliers Who Have Been Awarded In Businesses Of A Similar Nature To Those That Are The Subject Of The Private Bidding. Suppliers Invited To Participate May Not Be Part Of Companies Belonging To The Same Business Group Or Related To Each Other, In Accordance With Public Tenders Which Have Not Been Able To Be Finalized Due To The Provisions Of Article 9 Of The Purchasing Law And These Regulations, Nor May They Be Affected By Any Of The Causes Of Inability Established In Current Legislation; 5. That, As Established In The Regulations, The State Administration Bodies Must Award The Contracts Concluded For The Acquisition Of Product(S) Or Contracting Of Service(S) Through Private Bidding, When The Framework Agreement Mechanism Is Not Appropriate, Or, Exceptionally, Through Private Bidding, Direct Treatment Or Other Special Contracting Procedure; 6. That, In Compliance With The Provisions Of Law No. 19,886 And Its Regulations Approved By Decree 661 Of 2024 Of The Ministry Of Finance, The Bases That Are Approved In This Act Are Prepared, Which Observe The Principles Of Free Competition Of Bidders To The Administrative Call And Equality That Govern Bankruptcy Procedures, And Comply With The Technical And Legal Requirements To Verify The Execution Of This Private Bidding. 7. That, In Accordance With The Nature And Amount Of The Contract, This Tender Is Exempt From The Decision-Making Process, In Accordance With The Provisions Of Resolution No. 36 Of 2024, Both Of The Comptroller General Of The Republic; 8. That, Consequently, And Meeting The Foundations Required By Current Legal And Regulatory Regulations;
