Request for proposals for External Evaluation of Caritas Ukraines Countering Human Trafficking Programme. Closing Date: 16 Mar 2026 Type: Consultancy CAFOD and Caritas Ukraine are looking for a consultant to conduct an external evaluation of Caritas Ukraines consortium-funded programme to combat human trafficking, implemented in different regions of Ukraine between June 2022 to November 2025. The goal of the evaluation is to identify lessons learned and ensure accountability to beneficiaries and communities, partners and donors. The evaluation will focus on analysing implementation and long-term outcomes, taking into account the OECD/DAC Criteria, Core Humanitarian Standards (CHS), relevant anti-trafficking standards, and Caritas Ukraine SOPs. The findings of the final evaluation will be used to improve Caritas Ukraines current programmes to combat human trafficking in Ukraine and internationally. The findings will also be used for a broader response in Ukraine and future programmes of consortium donors CAFOD, Caritas Spain and Caritas Korea.
