Tenders are invited for Clinical Psychology Consultant Focused MHPSS Counselling Project This consultancy falls under the project entitled Promoting individual and communal mental health, psychosocial well-being and social cohesion in displaced communities of Lebanon, implemented by the Lebanese Center for Civic Education (LCCE) in partnership with the International Organization for Migration (IOM) and funded by the European Union (EU-FPI). Background Lebanons previous and current conflicts have severely worsened living conditions for migrant workers, especially domestic workers, many of whom face displacement, precarious shelter, and deteriorating mental health. Focus group discussions conducted by LCCE highlight the compounded impact of the kafala system, language and cultural barriers, stigma, and limited access to culturally appropriate MHPSS services, further strained by fragmented service provision after the conflict. Migrants expressed the urgent need for accessible, simplified mental health information, stigma reduction, self-care guidance, and clear referral pathways. While Lebanons National Mental Health Strategy (20242030) prioritizes migrants, services remain largely inaccessible to non-Arabic or non-English speakers. In response, LCCE proposes an integrated MHPSS and social-cohesion initiative in conflict-affected areas of Beirut and Mount Lebanon, combining migrant-led awareness and referral activities with community-based livelihood and dialogue initiatives to reduce stigma, promote help-seeking, strengthen social cohesion, and enhance communal resilience in the post-conflict context. Objective of the Consultancy The objective of this consultancy is to provide focused Mental Health and Psychosocial Support (MHPSS) interventions through counselling sessions to strengthen coping mechanisms, emotional wellbeing, and resilience among vulnerable migrant and displaced populations, in alignment with Lebanons National Mental Health Programme (NMHP) guidance and standard operating procedures (SOPs). Scope of Work The Clinical Psychology Consultant will deliver focused counselling support through group-based and individual MHPSS interventions in coordination with LCCE team to ensure safe identification, referral, and support of individuals requiring psychosocial assistance. Methodology One to two clinical psychologists will be contracted to provide monthly counselling sessions over a sixmonth period. Key elements include: - Group counselling sessions conducted twice per month for individuals identified through project activities and referrals. In addition to individual counselling support when needed. - Counselling sessions delivered in accordance with NMHP standards and relevant national SOPs. Orientation on the SOPs will be provided by NMHP. - Sessions conducted in Arabic and English to ensure accessibility. - Each support day may include group sessions and individual consultations when needed. - Community facilitators will assist with interpretation when necessary. - Community-Based Organization (CBO) leaders will support safe identification and referral of participants. - The LCCE Safeguarding Focal Point will support CBO leaders in ensuring safe referrals and adherence to the Do No Harm principle. - Referral pathways will be maintained for individuals requiring specialized mental health services. Key Responsibilities Deliver focused MHPSS counselling sessions for individuals referred through project activities Facilitate group counselling sessions twice per month Provide individual counselling support when needed during session days Ensure interventions follow NMHP guidelines and national SOPs Coordinate with LCCE project staff, and community facilitators Maintain a safe and confidential environment during counselling sessions Identify cases requiring referral to specialized MHPSS services Coordinate with the LCCE Safeguarding Focal Point for safe referrals and followup Provide brief session reports summarizing activities conducted Duration and Level of Effort The consultancy will take place between March and September 2026. Up to 12 consultancy days over the sixmonth period Approximately two counselling sessions per month The schedule may remain flexible depending on participant needs and operational context. Deliverables Delivery of group counselling sessions during counselling days (up to 12 counselling days) Provision of individual support when required during counselling days Brief session reports summarizing activities conducted (without compromising participant confidentiality) Recommendations for strengthening community-based MHPSS support when relevant Required Qualifications Education Degree in Clinical Psychology, licensed to practice in Lebanon Experience Minimum 3 years of experience in clinical and community-based MHPSS interventions Experience in counselling or psychosocial support services Experience working with migrants, displaced populations, or vulnerable communities is desirable Familiarity with Lebanons mental health system and NMHP frameworks is an asset Skills Strong counselling and psychosocial support skills Knowledge of evidence-based mental health interventions Cultural sensitivity and strong interpersonal skills Ability to work collaboratively with NGOs and community organizations Languages Excellent spoken and written Arabic and English How to apply Interested consultants should submit their CV and a financial quotation indicating their consultancy fee per day.
