This Is An Invitation/Request For Information For A Market Dialogue (Not An Advance Notice, Procurement Notice Or Request For Tender). No Offers Are Given In The Request For Information, But By Signing Up For The Market Dialogue, You Indicate Your Willingness To Participate In The Procurement Preparation. Object: Kela Is Planning A Tender For A Centralized Printing And Peeling Line Regarding A4 Sheet Printers And Related Software, Accessories, Maintenance Services, Supplies And Printing Paper. In The Market Dialogue, Market Solutions And Technical And Functional Implementation Options Are Mapped, Especially With Regard To Printing And Software Solutions. The Purchase Replaces The End-Of-Life Printing Line With New A4 Sheet Printers Suitable For Continuous And Heavy Use. The Package Also Includes Print Management Software, A Delivery And Commissioning Project, Training And Other Services And Supplies That Ensure The Uninterrupted Continuation Of Letter Production In Kelas Production Environment. Currently, The Printing Line Processes More Than 20 Million A4 Sheets And Several Million Letters Each Year. In Addition, The Purchase Includes The Peeling Device Modification Project And Its Maintenance Services. In The Peeler Modification Project, The Peeler Is Modified To Receive Ready Stacks Of A4 Sheets Or It Can Be Completely Replaced By Another Device. Areas Of Market Dialogue: 1) A4 Printers, Software And Maintenance Services – Printing Equipment And Related Software – Maintenance And Maintenance Services – Additional Equipment And Accessories Needed2) Peeler Modification Project And Maintenance Service – Peeler Modification Work – Device Maintenance And Maintenance3) Paper Suppliers – Printing Paper Delivery Package Suppliers Can Sign Up For One Or More Sub-Areas According To Their Own Offer. All Participants Will Be Provided With Common General Material For The Dialogue. In Addition To That, Separate, Subject-Specific Questions And Materials Are Assigned To Each Sub-Area. This Ensures That Operators Can Give Relevant And Expert Feedback Related To Their Own Area Of Procurement. During The Dialogue, It Is Also Possible To Combine Sub-Areas If Necessary, If The Procurement Needs It. Market Dialogue: The Aim Of The Market Dialogue Is To Form As Comprehensive A Picture As Possible Of The Solutions Offered By The Market And To Ensure That The Requirements Of The Competition Are Appropriate, Feasible And Treat The Market Equally. The Procurement Unit Has No Obligation To Translate Documents Or Other Material Related To The Market Dialogue, Unless The Procurement Unit Expressly Decides Otherwise. The Entity Participating In The Market Dialogue Is Responsible For Acquiring The Translations It Needs And Their Correctness At Its Own Expense. Preliminary Schedule Of The Dialogue: - Acquaintance With The Supply, Definition Of The Target, Familiarization With The Target: Until June 2026 - Completion Of The Tender Request: July-September 2026 The Schedule And The Alignment Of The Phases Will Be Examined In More Detail During The Dialogue With The Bidders. Participation: Interested Participants Are Asked To Indicate Their Willingness To Participate In The Market Survey By Email To [email protected] By March 25, 2026. Example Of Message Content: Message Title: Participation Of Company Xx In Xxx Market Dialogue Message: The Message Should Include The Suppliers Name, Y-Id And Contact Person Through Whom The Dialogue Will Take Place, As Well As The Sub-Area In Which Participation Will Take Place. Confidential Material May Be Discussed In The Dialogue, And Because Of This, All Persons Handling Confidential Material, Location Information And Other Confidential Information Must Sign A Non-Disclosure Agreement. During The Dialogue, The Persons Participating In The Processing Can Be Added If Necessary. Kela Sends Non-Disclosure Agreements To The Notified Processors Electronically Before The Processing Begins. Other: The Request For Information Does Not Obligate The Purchasing Unit To Carry Out The Actual Purchase Or To Carry Out The Purchase As Described In The Request For Information. The Procurement Unit Is Not Obliged To Take Into Account The Answers Received To The Request For Information In The Preparation Of The Request For Tender And Contract Basis. Those Who Answered The Information Request Are Not Compensated For Answering The Information Request. Answering The Request For Information Does Not Bind The Supplier To Participate In The Tender, Nor Is It A Prerequisite For Later Participation In The Actual Tender. Answering Or Not Answering The Request For Information Does Not Affect The Bidders Position In The Actual Tender. Information Received Through A Request For Information Will Be Treated Confidentially.
