Personnel And Payroll Services – Outsourcing Of Hankasalmi Municipalitys Payroll. The Municipality Of Hankasalmi (Hereafter Customer Or Procurement Unit) Requests A Tender For Payroll Administration Services (Hereafter Service) In Accordance With The Procurement Notice Published On The Tarjouspalvelu.Fi, Hilma And Ted Announcement Channels, As Well As This Request For Tenders And Its Appendices. The Object Of The Procurement And The Related Requirements Are Described In Detail In The Request For Tenders And Its Appendices. The Purpose Of The Procurement Contract Is To Purchase A Service Solution Based On The Bidding Process, In Which The Service Provider Offers Comprehensive Payroll Services To The Customer. The Service Includes Payroll Administration Services And Applications Provided By The Service Provider, For Which The Subscriber Receives Access Rights According To The Agreement. The Subscriber Has 268 Wage Earners (31.12.2025) And In Addition Trustees Who Are Currently Paid Four Times A Year. On Average, 180 Salary Calculations Are Generated Per Month. The Customer Applies Kvtes, Ovtes, Ttes And Ts Official And Collective Agreements As Well As Possible Local Agreements. The Service Provider Is Required To Be Ready To Produce Payroll And Other Services Included In The Procurement In Accordance With Official And Collective Agreements. The Customer Must Have The Service In Production Use From 1 October 2026 At The Latest. The Tasks And Division Of Responsibilities Included In The Service Are Presented In More Detail In Appendix 1 Of This Call For Tenders Responsibility Division Table, Payroll Administration. The Minimum Requirements For The Service And The Options Included In The Procurement Are Also Presented In Appendix 1. If Necessary, During The Contract Period, Other Consultation And Expert Work Included In The Scope Of The Procurement Can Also Be Procured From The Service Provider In Small Quantities. The Purchase Quantities Presented In The Request For Tender Are Estimates, And The Contract Does Not Create A Quantity Purchase Obligation For The Customer Or An Exclusive Right To Provide The Service For The Service Provider. The Customer Has Personec F And Sap Hr Systems At Their Disposal. The Systems In Question Will Not Be Used By The Procurement Unit. Hankasalmi Municipality Reserves The Right Not To Accept Any Of The Offers. Bids Must Be Submitted Through The Cloudia System, The Municipality Does Not Accept Bids Submitted Through Any Other Means.
