It Services: Consulting, Software Development, Internet And Support – Digital Learning Platform “Zhlearn”. With The Strategy “Digital Administration ” (See Rrb 390/2018 , Rrb 1362/2021 , Rrb 1331/2022 ), The Government Council Of The Canton Of Zurich Has Adopted A Comprehensive Package Of Measures To Advance The Digital Transformation Of The Administration. As Part Of Strategy Sub-Goal 5 , “Establishing Cultural Change And Developing Digital Skills”, The Canton Has Decided To Strengthen The Skills Required For Digital Transformation Among Employees. As Part Of This Strategy, The Human Resources Office Was Commissioned To Develop A Consistent Learning Experience Based On The Principles Of The “New Learning” Understanding Of Learning For Employees Of The Cantonal Administration And To Set Up A New Learning Competence Center. In Order To Support The Cultural Change Towards “New Learning”, The Existing Lms Is To Be Replaced By A New Digital Learning Platform That Integrates Lms And Lxp Functionalities. The Aim Is To Provide A Consistent, Intuitive And Attractive Learning Experience For All Employees Of The Cantonal Administration – Efficient, Effective And Low-Threshold. As Part Of A “Request For Information” (Rfi) Carried Out Via Simap, The Project Management Was Already Able To Determine That A Solution Design That Combines Both Lms And Lxp Functionalities Exists On The Market (See Appendix Viii – Rfi). The New Platform Is To Be Procured As A Saas Standard Solution And Used By All Directorates And Offices. The Processing Of Personal Data As Part Of Using The Platform Must Meet All Data Protection And Information Security Requirements. Es Wird Ein Isds-Konzept Gemäss Hermes Sowie Den Vorgaben Der Staatskanzlei Erstellt (Durch Die Auftraggeber). Furthermore, A Business Organizational Concept Is Created (By Those Responsible For The Project), Which Describes, Among Other Things, The Division Of Tasks Between The Client And The Provider With Regard To Support And Further Development. Details Können Falls Nötig Gemeinsam In Der Umsetzung Angepasst Werden.
