Technical Automobile Inspection Services – Vehicle Acquisition And In-Service Verification (Isv) Of Heavy-Duty Vehicles. The Contract Encompasses The Annual Isv Testing Of Heavy-Duty Vehicles For The Period[1] From 1 July 2026 To The Middle Of 2033. The Contract Also Encompasses The Acquisition, Inspection And Modification, If Relevant, Of The Necessary Vehicles, Including Transport To And From The Test Locations. Each Year, The Rdw Will Determine The Families To Be Tested And Distribute The Related Testing Tasks And Vehicle Procurement Among The Contractors. With Respect To The Timelines, The Isv Test Period For 2026 Will Entail A Higher Average Load Because The 2025 Isv Test Period Must Also Be Performed Retroactively During 2026[2]. [1] Isv-Hdv Test Periods Run From 1 July Of A Specific Year Up To And Including 30 June Of The Following Year, In Accordance With (Eu) 2019/1242, Art. 3, Point 3Bis. ‘Reporting Period’ [2] The Legislation And The Supervisory Task For Isv-Hdv Entered Into Force As Of 1 June 2025. The Choice Has Been Made To Carry Out The Tests For 2025 And 2026 Simultaneously In 2026. This Contract / Agreement Concerns The Following Activities: Acquisition Of The Vehicles, Including The Requirements In The Tor For The Vehicle Families Selected By The Rdw. Finding Suitable Vehicles, Which Require The Fewest Possible Modifications As Described In Point (D); Acquisition (Purchase/Hire) Of Vehicles For Testing For An Expected Period Of Six Working Weeks On Average; Checking Suitability Based On The Requirements Laid Down In The Regulations; Vehicle Inspection And Making Possible Modifications To Vehicle(S) In Order To Ensure They Are In Conformity With The Specifications Described In The Customer Information Dossier (Cid) / Certificate Of Conformity (Coc). For Example: (Ability To Effect) Restoration/Repair Of The Drive Line Configuration As Described In The Cid. A Few Examples (Not An Exhaustive List): Inspecting The Co₂ Certificate Numbers On The Data Plates Of The Engine, Transmission And Axle(S) Of The Physical Vehicle. In Addition, (Being Able To Effect) Restoration/Repair Of The Aerodynamic Configuration, Such As Adding Or Removing Aero Components, The Removal (If Relevant) Of After-Market Parts, E.G. Sunshades Or Air-Conditioning Units, But Also (Being Able To Effect) Removal Of A Superstructure In Order To Be Able To Perform Successful Isv Tests; Transporting The Vehicles To And From The Test Location Performing The Tests Requested By The Rdw For ‘In-Service Verification’ In Accordance With The Requirements In Regulation (Eu) 2024/1127, Art. 4, Together With The Implementation Regulations In Accordance With (Eu) 2025/35 And The Requirements Of The Tor.
