Tenders are invited for Framework Agreement for Development and Approval of Concept Notes (CNS) for GCF, AF, Mdbs and Other Donors for Countries/Regions in Africa. GGGI is inviting eligible consulting firms or a consortium of firms to enter into a Framework Agreement (FWA) for the provision of these services, covering CNs across 8 sectors in DRC, Ethiopia, Kenya, Rwanda, Uganda, Zambia, Zimbabwe, and other potential country under the LIFT initiative described below: PROJECT BACKGROUND: Leveraging Investments and Finance for Green Transition (LIFT) is a catalytic initiative led by the Global Green Growth Institute (GGGI), designed to scale up access to climate finance, strengthen institutional capacity, and deepen green financial inclusion across Africa. With direct support from Sida and in collaboration with partner embassies and national institutions, LIFT supports governments, financial institutions, and climate stakeholders to lead a just and inclusive green transition. By combining hands-on technical assistance, institutional capacity building, and financial innovation, LIFT seeks to mobilize at least USD 50 million in climate finance, while empowering partner institutions to unlock long-term resources for resilience and low-carbon growth. GGGI will provide targeted technical assistance to design, develop and facilitate the approval of Climate Change related full concept notes for the GCF/AF, MDBs and other donors. Within this context, GGGI is seeking a competent consulting firm/s (hereinafter referred to as Consultant to enter into a Framework Agreement to design and develop climate change-related CNs for countries/regions in Africa. ASSIGNMENT OBJECTIVE: The objective of this consultancy is to provide specialized technical services for the origination, development, validation, revision, submission, resubmission, and approval of Concept Notes (CNs) aligned with the templates, investment criteria, and programming standards of multilateral funds such as GCF, AF, MDBs, and other relevant donors. Specifically, the Consultant shall: Work closely with NDAs, DAEs, AEs, and national stakeholders to ensure country ownership, institutional alignment, and compliance with fund programming guideline Transform project ideas into fully developed CNs, including annexes, feasibility assessments (where needed), climate rationale, and theory of change, in line with fund requirements. Respond to comments from fund secretariats, and support iterative review and submission processes until approval by (e.g., GCF CIC2, AF Board, MDB technical committees) Support planning for future full-funding proposal development where required.
