Request for proposals for Development of National Technical Standards and Certification Guidelines for Electric Vehicles, Batteries, and Charging Infrastructure for Angola. GGGI Angola is inviting eligible consulting firms or a consortium of firms to submit their proposals for the following scope of work: PROJECT BACKGROUND: Since 2019, Global Green Growth Institute (GGGI) has been supporting the Government of Angola in advancing an inclusive green growth pathway that aligns economic development with climate action. GGGIs operations in Angola focus on strengthening national climate governance, improving access to climate finance, and supporting the design and implementation of low-emission and climate-resilient development strategies. Key areas of intervention include climate finance readiness and institutional strengthening (notably support to the National Designated Authority to the Green Climate Fund), sustainable transport and e-mobility, Agriculture, Forestry and Other Land Use (AFOLU), green growth planning, and capacity building for public and private sector stakeholders. Within this context, the Readiness project aims to enhance Angolas ability to effectively access and mobilize international climate financeparticularly from the Green Climate Fund (GCF)to implement priority climate actions in the sustainable transport/e-mobility and AFOLU sectors. The key objectives of the project are: Identify gaps, challenges, and opportunities in Angola to effectively access climate financing. Formulate enabling strategies, policies, and regulatory frameworks for green growth solutions. Enhance Angolas access to international climate finance, especially Green Climate Fund (GCF) funding, by developing a sustainable transport/e-mobility pipeline and two concept notes. Build national technical capacity in the origination and development of high-quality concept notes; and Strengthen the technical capacity of the National Designated Authority (NDA), key coordinating Government Ministries, Direct Access Entities (DAEs), and potential applicants through a knowledge exchange program on sustainable transport/e-mobility best practices at the regional or global level. ASSIGNMENT OBJECTIVE: Under this RFP, GGGI seeks to engage a competent consulting firm specialized in sustainable energy and transport. The selected bidder shall develop the approach for the sustainable transport/e-mobility sector, create a pipeline of projects, and provide two high-quality concept notes for submission to the Green Climate Fund (GCF). The Consultant shall undertake pre-feasibility activities, including initial economic, environmental, and social safeguards, and sectoral analysis, in consideration of Angola´s E-mobility Strategy, the countrys revised Nationally Determined Contributions (NDCs), the National Strategy for Climate Change (ENAC) and the Green Growth Potential Assessment (GGPA). The Consultant shall conduct all work related to the sustainable transport/e-mobility transition in collaboration with the Delivery Partners (DP) project team and HQ backstopping.
