Expression of Interest for Recruitment of a Consultant/Firm for On-Site Monitoring and Control of the Construction of a Bromatology Unit for the Benefit of the National Livestock Laboratory. Livestock Resilience and Competitiveness Project The Livestock (PRECEL) program intends to use a portion of these funds to make authorized payments under the following contract: recruitment of a consultant/firm for on-site monitoring and control of the construction of a bromatology unit for the National Livestock Laboratory. The overall objective of the mission is to provide on-site monitoring and control of the construction work of the bromatology unit within the National Livestock Laboratory, ensuring compliance with technical and regulatory requirements, and strict adherence to applicable environmental and social regulations. The PRECEL Coordinator invites interested candidates to express their interest in the aforementioned services by submitting all relevant information demonstrating their qualifications to perform the requested services. This information should specify the nature of previous work, the number of years of experience, as well as the firms references and qualifications. As such, the consultant must demonstrate nationally recognized expertise in the field of construction and public works (BTP) monitoring and control, including social and environmental safeguards. In addition, the candidate must hold accreditation authorizing them to provide intellectual services in the BTP sector, with at least two (2) relevant projects completed within the last five (5) years, between 2021 and 2025, demonstrating their proven ability to successfully deliver the expected services. Furthermore, candidates must submit their applications with a maximum limit of twenty (20) pages, excluding appendices. Finally, consultants may form partnerships to strengthen their capacity; however, such partnerships must be limited to groups of no more than two (2) members. Following the expression of interest, a Consultant (Firm) will be selected using the Consultant Qualifications-Based Selection (CQS) method, in accordance with clauses 7.11 and 7.22 of Section VII of the Procurement Regulations for Borrowers under Investment Project Financing (IPF), revised in September 2025.
