Tenders are invited for Consultancy: Final Evaluation - Social Protection-Accountability, Capacity building, Transparency Project (EU/SPA DANIDA, 2024-2026). Closing Date: 15 Mar 2026 Type: Consultancy The evaluation will generate valuable insights for Mission East regarding its partnership approach and its engagement with final beneficiaries. The findings will be used by Mission East, its partners, and other relevant stakeholders to inform the planning and implementation of future development interventions. The evaluation focuses on the implementation, impact and sustainability of the EU and SPA/DANIDA funded project implemented by Mission East and local partners Mehrgon, CoP Kulob and Nuri Umed during the period 2024 2026 and, as the background, the previous projects related to the partnerships that formed the project. The assignment is to be conducted via a desk review, discussion(s)/interviews, and field visits to Khatlon and Sughd regions. You must have: Former experience in conducting project or programme reviews or evaluations, preferably including effectiveness and impact in the development cooperation field. Good knowledge and understanding on state Social Protection Sector programs implemented in the country, especially on the Disability & Inclusion related programs. Good knowledge on adopted Social Protection legislation in the country, national strategies, mid-term development plans and on primary linkages of the social protection policies to strengthening social cohesion, human development, and livelihoods with focus on disability and inclusion. Experience of conducting evaluations addressing the rights of Persons with Disabilities is desirable. Analytical skills and capability to summarize and focus on the larger picture. Familiarity with development cooperation principles and work by NGOs and local CSOs. Expertise on Human rights-based approach and childrens rights. Fluency in English.
