Request for proposals for Consultancy Services for Business Models for Sustainable Piped Water Supply World Vision International Cambodia (WVI-C) works in partnership with the Royal Government of Cambodia (RGC), civil society, and the private sector to improve the well-being of vulnerable children and communities. WVI-C operates WASH programmes across 25 Area Development Programs (ADPs) in 10 provinces, in close coordination with the Ministry of Rural Development (MRD) and in compliance with the Ministry of Industry, Science, Technology and Innovation (MISTI) regulatory framework. Cambodia has committed to achieving Universal Water Coverage by 2030 in line with Sustainable Development Goal (SDG) 6.1. This commitment is reflected in the National Strategy for Rural Water Supply, Sanitation and Hygiene (RWSSH) 20262033 and National Action Plan (NAP) III, which emphasize professionalized service delivery and increased public and private investment to close remaining access gaps. To date, WVI-C has supported the establishment of 125 community-managed small-scale piped water systems, of which 97% are functioning effectively, higher than the national rate . The majority of these facilities have been managed by Water Management Committees (WMCs) to ensure local ownership and affordable access. However, as the sector matures and the Law on Clean Water Supply Management (2023) is implemented, the landscape is shifting and as such, there is an increasing need to assess the long-term sustainability, regulatory alignment, and scalability of existing and emerging water service delivery models. In 2025, World Vision Cambodia launched its WASH business plan Mapping the Blue Thread 2026-2030 with a focus on supporting Universal WASH coverage to deliver adaptive water, sanitation and hygiene (WASH) solutions for a better healthier Cambodia. In order to achieve this in the most efficient, effective and sustainable way, World Vision selected a learning priority focusing on the sustainability of piped water systems.
