Quotation are invited for Production of TV episodes and short videos Production of TV episodes and short videos PYALARA - Tender Description Production of TV episodes and short videos Request for Price Quotations Terms of Reference Ref. # 6/2026 The Palestinian Youth Association for Leadership and Rights Activation (PYALARA) is seeking to contract an experienced and competent media production company, firm, or individual producers to produce eight (8) short video reports and eight (8) television episodes within the framework of the project Ma3an (Together): Young Palestinians Actors for Change, implemented by PYALARA and funded by GIZ. The productions will document youth-led community initiatives and showcase their challenges, solutions, and impact through short video reports and television episodes. About PYALARA: The Palestinian Youth Association for Leadership and Rights Activation (PYALARA) was established in 1999 as a youth-oriented organization that seeks to empower young Palestinian women and men aged 1325 in the West Bank, including East Jerusalem, and the Gaza Strip. Youth rights, participation, social entrepreneurship, and inclusion in decision-making processes at both local and national levels are at the core of PYALARAs work. PYALARA also aims to activate and enhance the capacities of young Palestiniansespecially in marginalized areasto serve as agents of social and political change within their communities and society at large. Since its establishment, PYALARA has played a pioneering role in creating a youth-centered media culture in Palestine. It was the first organization to provide Palestinian youth with media platformsboth print and visualto express their issues and amplify their voices to officials and decision-makers. PYALARA published the first youth newspaper in Palestine, Voice of Palestinian Youth, and produced pioneering youth television programs such as Ali Sawtak, Talat Maqdisiya, and other media productions. Project Background: The project Ma3an (Together): Young Palestinians Actors for Change is implemented by PYALARA and funded by GIZ. It promotes active citizenship and inclusive local governance in eight marginalized communities across Hebron Governorate and Bethlehem Governorate by empowering youth and strengthening the responsiveness of local government units (LGUs). Overall Objective: The project aims to strengthen the role of Palestinian youth in promoting positive social change through community-based initiatives and local engagement. It enhances youth awareness, participation, and leadership by supporting youth-led initiatives that address local challenges and foster inclusive dialogue. The project also amplifies youth voices through community action and media-based outreach. Target Locations: · Bethlehem Governorate: Kisan, Dar Salah, Al-Obeidiya · Hebron Governorate: Beit Mirsim, Beit Kahil, Tafouh, Surif, Bani Naim The project targets 32 young Palestinians (ages 1922) as civic leaders and social entrepreneurs, while equipping municipalities with participatory tools, standard operating procedures (SOPs), and practical mechanisms to engage citizensparticularly women, persons with disabilities (PWDs), and other marginalized groups. Eight youth core teams will be formed and trained in active citizenship, leadership, social entrepreneurship, mental health and psychosocial support (MHPSS), and crisis response planning. Each team will conduct a baseline assessment, validate findings with community and municipal stakeholders, and identify one priority local issue. Youth will then lead awareness-raising campaigns and implement a local initiative, supported by technical guidance and documentation. To ensure sustainability, PYALARA will train municipal staff and council members on participatory, rights-based governance, support the appointment of Youth Engagement Focal Points, and assist LGUs in institutionalizing youth participation practices. Scope of work: The contracted production company / media team will be responsible for the following components: A. Production of 8 Short Video Reports Output: 8 short video reports (one per initiative / location) Objective: To document each initiative by capturing the implementation process, youth perspectives, community voices, and achieved outcomes. Content: Overview of the initiative and its objectives, youth participants perspectives, community opinions and feedback, key results and lessons learned. Duration: 35 minutes per video. Filming Locations: Targeted communities where initiatives are implemented. Treatment and Style: Documentary/reportage; youth-centered and community-based. Language and Subtitling: Arabic language with English subtitles. B. Production of 8 Television Episodes Output: 8 television episodes (one episode per initiative / location) Objective: To present an indepth story of each initiative, highlighting the challenges, solutions, and the overall social impact. Duration: Approximately 40 minutes per episode. Content: Introduction to the community and local context, presentation of the challenge or issue addressed, description of the youthled initiative and implementation process, Voxpops with youth participants, community members, and stakeholders, challenges faced during implementation and how they were addressed, Impact and outcomes. Filming Locations: Onsite filming in the targeted areas and communities of each initiative Style: Interview-based TV episodes including field reports and vox pop segments Language and Subtitling: Arabic language with English subtitles. Boosting: The TV episodes and short videos will be disseminated and boosted on social media platforms 4. Expected Deliverables: The total contract period is five months (MarchAugust 2026). Within this timeframe and with close coordination with PYALARA, the following deliverables are to be completed: Deliverables include: · 8 short video reports (35 minutes each) · 8 television episodes (approximately 40 minutes each) 5. PYALARA responsibilities: · Coordination and selection of the target groups involved in the TV episodes, reports and documentary videos. · PYALARA will select the themes for the TV program episodes, reports, Vox pops, and the short videos · Select the presenters for the episodes · Follow up with the second party and supervise the provision of the service within a period of time to be agreed upon between the two parties. 6. Required Qualifications · Company Profile: Minimum two years of proven experience in TV and video production, including high-quality content meeting broadcast or digital standards · Equipment: Provision of all necessary equipment, including 4K cameras, audio recording devices, lighting kits, post-production software (Adobe Premiere Pro, DaVinci Resolve, or equivalent), and additional equipment such as drones and stabilizers Intellectual Property: All information, rushes, raw footage and associated materials related to the assignment as well as outputs produced under this contract shall remain the property of PYALARA who shall have exclusive rights over their use. The products shall not be disclosed to the public nor used in whatever format without written permission of PYALARA in line with the national and International Copyright Laws applicable.
