Tenders are invited for Resource Mobilization and Fundraising Consultant Closing Date: 4 Apr 2026 Type: Consultancy About ARDD Founded in 2008 in Amman-Jordan, the Arab Renaissance for Democracy and Development (ARDD) is a Civil Society Organization seeking to reinitiate a new Nahda (Renaissance) project to contribute to addressing the challenges faced by the Arab World, building on the achievements and ideas of the Arab Nahda and aiming to open the doors for future participation in formulating concrete actions to achieve the desired change and development. ARDD supports marginalized individuals and communitiesincluding refugees and migrants in acquiring and enjoying their social, political, and economic rights, through legal aid, psychosocial support, media and grassroots mobilization, and research and advocacy, to raise stakeholders awareness locally, regionally, and internationally about the challenges that vulnerable persons face in Jordan and the Arab Region. Every employee of the Arab Renaissance for Democracy and Development (ARDD) is committed to carry out the organizations Mission and Guiding Principles. Background and rationale Within the framework of the Regional Development and Protection Program (RDPP), coordinated by the Royal Danish Embassy in Beirut and funded by the EU, Austria, the Czech Republic, Ireland, Denmark, Netherlands and Switzerland, ARDD is implementing the project Future Forward: Unlocking Sustainable Local Opportunities which is aimed at improving livelihoods opportunities for Syrian refugees and host communities in Jordan through increasingly localized ecosystem. Through this multi annual initiative, ARDD has been supporting the localization of the livelihood sector in Jordan focusing on capacitation of local civil society, networking and partnership building among the diversified set of stakeholders engaged in the sector. Within this framework, ARDD aims to strengthen its institutional capacity to support localized advocacy efforts in the medium and long term. To achieve this purpose, ARDD is implementing a capacity development plan over a three-year period which was developed to address identified skill gaps and institutional capacity development needs. In response to the rapid shifts in the operational context, including funding constraints, a shrinking civic space, and changing donor priorities, ARDD seeks to improve its financial resilience and diversify its funding sources. This consultancy aims to align ARDDs fundraising approach with its forthcoming institutional strategy, ensuring the organization can reduce dependency and sustain its impact amidst shifting donor priorities. Purpose and Scope The consultant will review and strengthen ARDDs resource mobilization capacity, focusing on financial sustainability and alignment with the localization agenda Key Tasks include: Reviewing existing strategies, policies, and the partnership/fundraising kit. Providing practical recommendations to strengthen internal systems and staff capacity for fundraising execution. Evaluating the alignment between fundraising approaches and ARDDs institutional vision and programmatic priorities. Developing a roadmap for a Resource Mobilization & Fundraising Strategy. Contract Duration The consultancy is scheduled within 50-55 Days as per the following framework and within 4 -5 months, allocated as follows Month # days Key Activities Responsible Parties 1 7-10 Review ARDDs existing strategies and policies including partnership and fundraising kit and tools Consultancy II, Senior Management, Programme Development, Finance 2 10 Provide practical recommendations to strengthen internal systems and staff capacity for fundraising execution. Consultancy II, Senior Management, Finance 3 15 Evaluate the alignment between fundraising approaches and ARDDs institutional vision, programmatic priorities, and localization agenda. Consultancy II, Senior Management 4-5 20 Development of a clear roadmap for a Resource Mobilization & Fundraising Strategy aligned with the revised institutional strategy. Final presentation and handover session Consultancy II, Senior Management Ethics and Risks The consultant must agree and sign up to ARDDs ethical guidelines and code of conduct. The project presents medium to low risks. Concrete risks that could affect its execution concern any delay that might be caused due to the unavailability of ARDD team or the consultant. Key Sources and People to be Consulted Documents: Existing partnership tools, fundraising kits, financial planning mechanisms, and the updated Institutional Strategy ARDD Senior Management, Programs Management, Future Forward Project Team, and HR Team ARDD Management ARDD will provide the following support to ensure the successful completion of the consultancy: Review of deliverables and submission of comments. Regular meetings (online/offline) to be held with the consultant to clarify queries or pending issues. ARDD team will be available to answer the consultants questions relevant to the scope of the consultancy. ARDDs administration department will provide support to finalize the work of the consultancy. (The administrative support includes logistical assistance and implementation of ARDDs policies where applicable). Qualifications/Experience Extensive experience in NGO resource mobilization, fundraising strategy, and donor diversification Demonstrated ability to develop financial sustainability mechanisms and fundraising roadmaps. Familiarity with the localization agenda and donor expectations regarding governance and accountability.
