Tenders are invited for Program and Meal Manager, Mauritania (National) Closing Date: 15 Mar 2026 Type: Consultancy GeoAnalytics Center (GeoA) is dedicated to increasing the effectiveness of peacebuilding activities in the Sahel by using technology adapted to local conditions. GeoA uses technology to strengthen relationships between civil society, government, academia and the security sector, to improve development goals, knowledge production and build community resilience. The Global Community Engagement and Resilience Fund (GCERF) is a global fund that supports local initiatives to prevent violent extremism through building community resilience. GCERF finances and supports projects led by civil society organizations in five Sahel countries: Burkina Faso, Chad, Mali, Mauritania and Niger. In this context, the GeoAnalytics Center (GeoA) acts as a Local Knowledge Partner (LKP) for GCERF in the region. Its role is to provide technical support to the national beneficiary organizations of the fund, in terms of monitoring and evaluation, accountability, risk management, organizational learning and program quality. Position Summary: We are recruiting a Program Officer based in Nouakchott to support Mauritanian partner organizations supported by GCERF. The position aims to strengthen the quality, impact and accountability of projects through direct support to partners in the following areas: monitoring and evaluation, program quality management and capacity building. The incumbent will work under the direct supervision of the Senior MEAL Regional Advisor (based remotely) and in close coordination with the other members of the regional team. This position is strictly reserved for people residing in Mauritania. Fluency in Hassanya and French, both oral and written, is compulsory. Main responsibilities: Technical support for partners: - Provide individualized support to partner NGOs for monitoring activities, analysis of results and quality management. - Review and comment on narrative reports and monitoring tables provided by partners. - Identify the technical challenges encountered and propose appropriate solutions, in conjunction with the MEAL Officer. Monitoring, evaluation and learning: - Support the design and appropriation of existing MEAL tools (logical frameworks, indicators, Excel or Kobo tools). - Participate in the collection, structuring and analysis of data produced by partners. - Contribute to the development of analytical feedback, documentation of lessons learned and cross-functional capitalization- Plan, conduct and coordinate data collection (quantitative and qualitative) and ensure the writing of deliverables: baseline, endline and final evaluation reports. Capacity building: - Identify the training needs of partners (M&E, accountability, documentation, risk management, etc.). - Lead capacity building sessions (face-to-face or remote), on practical themes. - Support partners in the autonomous use of quality management tools. Technical coordination: - Participate in bilateral or collective meetings between GeoA and partner NGOs. - Contribute to the smooth flow of information between the field, the regional team and other stakeholders. - Participate in the organization of individual or joint field visits with the GCERF team or other technical partners. - Actively participate in the regional meeting of Communities of Practice. Qualifications and Skills: - University degree BAC+2/3 in management, statistics, development or equivalent. - Minimum 5 years of experience in NGOs or development projects, including at least part in project management, monitoring and evaluation, apprenticeship or training. - Good analytical skills and support in the drafting of narrative reports and monitoring tables. - Fluency in French and Hassanya both oral and written (mandatory). - Experience in conducting evaluations and in the program evaluation exercise. - Excellent command of Excel and office tools (Word, PowerPoint). - Knowledge of digital collection tools (Kobo, ODK) is an asset. - Ability to work with national partners, conduct trainings and impart skills in an accessible manner. - Ability to organize, meet deadlines, show initiative, and adapt to different contexts.
