Tenders are invited for Support to the FONGA Secretariat on Humanitarian Advocacy. Closing Date: 13 Mar 2026 Type: Consultancy The Forum of NGOs in West and Central Africa (FONGA) is a regional platform that brings together national and international NGO forums in the region, as well as regional NGO offices operating in West and Central Africa. FONGAs mandate is to strengthen the coordination, political influence, and advocacy of national and international NGOs active in the humanitarian, development, and peace sectors. As part of the implementation of its 2026 activities, FONGA plans in particular to: The organization of a strategic regional event involving non-traditional actors; Support for the organization of a Training of Trainers (ToT) for forums in coastal countries; Partial coverage of advocacy functions during the maternity leave of the advocacy & policy advisor. To ensure the quality, continuity and strategic coherence of these three components, FONGA is recruiting a single consultant from mid-March to early October 2026 . This person will need to be in Dakar from April 20 to 30, 2026 for the organization of the 2 advocacy events, but will be able to work remotely the rest of the time. 2. Objectives of the consultancy The consultancy aims to: Design and support the organization of a regional event involving non-traditional actors (week of April 27, 2026, in Dakar); Provide organizational and logistical support to the ToT of coastal countries (from 21 to 23 April 2026, in Dakar); Provide partial coverage of FONGAs advocacy functions from May to early October 2026 (2 to 3 days per week). 3. Expected results and scope of the mission Part 1 Organizing an event for non-traditional actors The consultant will provide strategic and operational support to the FONGA secretariat for the design and complete organization of the event. Main tasks: Development of a detailed concept note (objectives, justification, expected results, target audience, articulation with the regional strategy); Proposal for a structured and results-oriented agenda; Creation of a mapping of relevant non-traditional actors (diplomatic representation of so-called non-traditional states, private sector, financial institutions, think tanks etc); Preparing the guest list; Preparation and follow-up of invitations; Development of preparatory documents (outline and framing notes, talking points, etc.); Logistics coordination in conjunction with the FONGA team; Preparation of the final event report including recommendations and follow-up actions. Deliverables: 1 concept note validated; 1 detailed agenda; 1. Mapping of participants and guest list; 1 pack of preparatory documents; 1 final report with recommendations. Component 2 Support for the organization of a Technology Transfer Office (ToT) for coastal countries The consultant will primarily provide organizational and logistical support for the preparation of the ToT for the coastal countries forums to be held from April 21 to 23 in Dakar. Main tasks: Support in developing the detailed agenda in coordination with the trainers; Logistical coordination of participants (invitation, confirmations, travel, accommodation, per diem if applicable); Preparation of logistical documents and attendance lists; Coordination with the host venue; Support for the compilation of training materials; Preparation of the summary report of the ToT. Deliverables: 1 consolidated agenda; 1 complete logistics file; 1 post-workshop summary note. Component 3 Partial coverage of the advocacy position (5 months part-time) During the advocacy managers maternity leave, the consultant will provide coverage for 2 to 3 days per week. Main responsibilities: Coordination and facilitation of monthly calls from the FONGA Advocacy Working Group, quarterly advocacy meetings with forums, as well as monthly calls led or co-led by FONGA (Sahel Group Dakar-Brussels etc); Participation in FONGA internal meetings (Monthly RD meetings, forums, localization working group, etc.); Monitoring of the advocacy action plan and ongoing advocacy activities of FONGA and advocacy priorities by sub-region (Central Sahel, LCB, coastal countries, Central Africa); Support for the development of key messages, positioning notes, briefings according to identified opportunities or needs; Support for the organization of advocacy events (light logistics and content coordination) if needed; Organization of 2 advocacy support actions at the forums of coastal countries; Representation of FONGA, particularly in the monthly meetings of certain regional coordination platforms (Regional Protection Working Group, Taskforce Access, Food Security & Nutrition Working Group, Coalition RUTF); Participation in country advocacy working groups when these are open to regional participation and support for demand; Coordination with the IM consultant for monitoring tasks related to information management, internal communication and the visibility of FONGA; Monitoring of meetings / discussions related to the NFF (Nexus Funding Facility); Regular reporting to the Regional Director. Deliverables: Establishing the agenda, and sharing detailed reports of meetings led/co-led by FONGA; Archived notes from other meetings; Agreed minimum production of advocacy products (briefs, talking points, etc.) according to identified opportunities; Identification, organization and conduct of at least 2 advocacy support actions at forums (Mauritania and/or coastal countries); Handover note at the end of the mission. 4. Duration and schedule Parts 1 and 2: 20 to 25 days of work in March and April 2026 (to be specified in the technical offer). Part 3: from the beginning of May to the beginning of October, at a rate of 2 to 3 days per week. The detailed timetable will be finalized during the contracting process. 5. Required qualifications At least 7 years of significant experience in humanitarian advocacy in West and Central Africa At least 3 years of experience in a regional position in West and Central Africa Proven experience with FONGA in organizing events/leading advocacy initiatives Proven experience working on joint advocacy actions with country NGO platforms Proven experience with pooled funds advocacy, including the Nexus Funding Facility Fluent in both English and French, both written and spoken.
