Date Added: March 2, 2026 Deadline: 24/03/2026 Category: Rehabilitation/Renovation, Agriculture, Consultancy Background 1.0 This Request For Expression Of Interest Follows The General Procurement Notice For This Programme That Appeared In African Development Bank Group Internet Website (Www.Afdb.Org) Of 2Nd October, 2025. 1.1 The Federal Government Of Nigeria Has Received Financing From The African Development Bank (Adb) In Various Currencies Towards The Cost Of Implementing The Yobe State Environmental And Climate Action Project (Eccap) In The 17 Local Government Areas (Lga). It Is Intended That Part Of The Proceeds Of This Loan Will Be Applied To Eligible Payments Under The Contract For The Development Of Baseline And Establishment Of Result Based Monitoring And Evaluation System. 1.2 Project Development Objective The Development Objective Of The Project Is To Enhance Resilience To Climate Change And Reduced Food Insecurity Through Creating Opportunities For Food Production And Incomes In Yobe State. This Will Be Done By (I) Renovating Existing Nurseries Where Tree Seedlings Would Be Produced And Subsequently Used To Establish Shelterbelts, Orchards, And Woodlots As Well As Stabilize Sand Dunes; (Ii) Expanding Agricultural Production Area By Rehabilitating Degraded Oasis; (Iii) Promoting Agriculture Water Management Schemes In Riverine Areas; (Iv) Developing And Deploying Carbon Sequestration Through Multiple Approaches Including Trees Planting In Institutions And Implementing Regreening Methodologies In Communities And Providing Incentives For Natural Regeneration Of Trees; (Vi) Establishment Of Msme That Are Not Dependent On Forest Wood; (Vii) Creating Alternative Clean Cooking Energy For Both Industrial And Domestic Needs Thus Generating Green Jobs At Scale And Reducing Dependency On Firewood Overtime; And (Viii) Creating Systems To Access Carbon Market. All These Would Be To Improve Agricultural Production (Livestock, Crops, And Fish) Activities, As Well As Support Other Non-Forest Dependent Livelihoods. The Project Is Also Aimed At Building The Resilience Of Local Communities Against The Impacts Of Climate Change, Environmental Degradation And Effects Of Desertification. Sand Dunes Have Devastated Rural Livelihoods With Rapid Encroachment On Arable Lands And Oasis In The State. It Will Also Promote Income Generation And Job Creation Through Supporting The Establishment Of Msmes That Are Not Dependant On Forest Wood. The Project Will Also Establish Frameworks And Guidance To Optimise Gender, Environmental Services And Climate Change Benefits Such As Payment Of Ecosystem Services, And Carbon Credit. 2.0 Objective Of The Assignment The Objective Of The Assignment Is To Establish And Operationalize An Effective Monitoring And Evaluation (M&E) System For The Yobe Eccap. This Will Include: (I) Establishing Baseline Data For The Project; (Ii) Developing A Comprehensive Results-Based M&E Framework To Effectively Track Project Progress, Outputs, Outcomes, And Impacts; (Iii) Designing Appropriate Tools And Methodologies For Monitoring Gender Outcomes, Green Jobs, And Payment For Ecosystem Services (Pes); And (Iv) Providing Technical Guidance On The Requirements And Processes For Accessing Carbon Benefits. The Consultant Shall Establish The Baseline Benchmarks Against Which The ProjectS Performance Will Be Measured At The Activity, Output, Outcome, And Impact Levels. This Will Enable Systematic Reporting On Resource Utilization, Progress Toward Targets, And Overall Project Performance. The Assignment Shall Include The Design And Operationalization Of A Monitoring And Evaluation (M&E) System Aligned With The ProjectS Results Chain And Results-Based Logical Framework, Among Other Relevant Performance Management Instruments. Specifically, The Consultant Shall: 1. Validate And, Where Necessary, Refine The ProjectS Results Framework And Theory Of Change To Ensure Logical Consistency And Measurability. 2. Establish Baseline Values For All Key Project Development Objective, Impact, Outcome, Output, And Activity-Level Indicators. 3. Generate And Present Data Disaggregated By Gender, Age, Location, And Vulnerability Status, As Applicable. 4. Produce Evidence-Based Findings To Inform Implementation Planning, Target Setting, And Adaptive Management Of The Project. Secondly, The Consultant Shall Design And Operationalize A Comprehensive Monitoring And Evaluation (M&E) Framework And Implementation Roadmap For The Project. This Shall Include Clearly Defined Data Collection Tools, Protocols, And Guidance Manuals. The M&E Framework Shall: 1. Define Performance Indicators At Output And Outcome Levels, With Clear Operational Definitions And Aligned Milestones; 2. Specify Data Collection Methodologies, Sources Of Data, Frequency Of Reporting, And Responsible Parties For Data Generation And Validation; 3. Robust Systems For Tracking Progress Against Targets And Documenting Results; 4. Clearly Articulate The Methodologies For Measuring Project Impacts And Generating Credible Evidence To Support Evaluations; And 5. Ensure Systematic Disaggregation Of Data By Sex, Disability Status, Geographical Location, Income Level, And Other Relevant Vulnerability Criteria. The System Shall Be Aligned With The ProjectS Results Framework And Designed To Support Evidence-Based Decision-Making And Adaptive Management Throughout Implementation. Thirdly, The Consultant Shall Support The Development And Provide Guidance For Specialized Monitoring Tools Required By The Project For Implementation: These Shall Include. 1. Develop Specialized Monitoring Tools For Tracking Gender Outcomes, Green Jobs, And Payment For Ecosystem Services (Pes), Including Clear Indicators, Measurement Methodologies, Reporting Templates, And Data Verification Protocols. 2. Provide Technical Guidance On The Requirements For Accessing Carbon Benefits, Including Applicable Standards, Eligibility Criteria, Measurement, Reporting And Verification (Mrv) Systems, Documentation Requirements, And Institutional Arrangements Necessary To Participate In Relevant Carbon Markets Or Results-Based Climate Finance Mechanisms. Finally, The Consultant Shall Train Relevant Project Staff On The Operationalization Of The M&E System, Including Data Collection Methodologies, Quality Assurance Procedures, Data Analysis, Reporting, And Use Of Evidence For Adaptive Project Management. 3.
