If A Smaller Number Of Suitable Offers Are Received, A Framework Agreement Will Be Concluded With A Smaller Number Of Contractual Partners. The Aim Is To Support Program-Strategic Change Processes As Part Of The Digital Transformation And Ard-Wide Reform Projects. The Services Particularly Concern Advice In The Areas Of Organization, Control And Transformation. The Consulting Services To Be Awarded As Part Of This Award Procedure Relate In Particular To The Following Thematic Focuses: - Strategy Work And Development With A Focus On The Wdrs Portfolio Of Offerings - Reorganizations And Organizational Design In The Context Of The Wdr Program Offerings - Cultural Development And Change Management - Introduction Of Control Instruments (E.G. Okr) - Innovation Programs - Business Area Development And Optimization Based On The Requirements Presented Here, Contracts Should Be Concluded For A Contract Term Of Two Years With Two Extension Options For A Further Year Each Become. The Contract Is Expected To Start On June 1St, 2026. The Wdr Estimates The Need For Around 100 Consulting Days Per Year (Across All Three Framework Agreements). The Maximum Call Volume For All Three Framework Agreements Is 600 Consulting Days Over The Total Contract Term Of 4 Years. A Request For Services Up To And Including 5 Consulting Days Is Made Using A Cascade Principle: The Bidder With The Highest Overall Number Of Points From The Initial Procedure Is Given Priority To Submit An Offer For An Individual Order; The Second And Third Placed Bidders Will Be Asked To Submit An Offer In This Order In The Event That The First Placed Bidder Does Not Submit An Offer. Further Details Are Described In Section 6.3 Retrieval Procedure. A Request For Services Of 6 Or More Consulting Days Is Made As Part Of A Mini-Competition. For Individual Requests, Wdr Is Holding A Mini-Competition With All Three Contractual Partners. Before Awarding Each Individual Order, The Wdr Requests Its Framework Contract Partners To Submit Offers Under Uniform Conditions With Specific Details Of The Individual Order. For The Respective Individual Order, The Bid That Provides The Most Economical Bid According To The Conditions Of The Concluded Framework Agreement And The Mini-Competition Will Be Awarded The Contract.
