Project activities are scheduled to end on October 31, 2026. MdM has been present in Burkina Faso for several years through two chapters, namely MdM France and MdM Spain, with the mission of promoting access to essential health care and the recognition of the right to health for all. MdM is working to support the health authorities in meeting the health needs of displaced and host populations. The external evaluation of the project stems from MdMs desire to strengthen accountability, assess the impact and effects of its actions, examine sustainability and improve its operational strategies and practices; this assessment is an integral part of the project and has received prior approval from GAC. These terms of reference target a consultancy that will focus solely on MDM interventions in Burkina Faso. Planned timetable The assessment is expected to take place between March and October 2026, with a maximum level of effort of 30 days. The field phase is expected to take place between June and July 2026 and includes travel to the project areas. Preparation phase: Preparatory meeting, document review, drafting of guides and evaluation tools. Skills required to carry out the mission A masters degree and a demonstrated experience of at least 4 years in the evaluation of health projects and their methodologies; Good experience in international cooperation and development; Professional experience in the projects areas of intervention is an asset; A good knowledge of the health systems of the projects intervention areas; A good knowledge of the context of the projects areas of intervention; Solid experience in leading participatory processes (interviews, multi-stakeholder focus groups); Demonstrated expertise in gender, expertise in feminist evaluation and intersectional analysis an asset; Good organizational skills, including the ability to deliver deliverables within the given deadlines; Good judgment, leadership, autonomy; Excellent writing skills and demonstrate a spirit of analysis and synthesis; A command of oral and written French, a mastery of Mooré, Dioula and Fulfuldé is an important asset.
