Expression of Interest for Consultancy Services to Support Flood Risk Management. Publication Date: 03/03/2026 12:00 AM EST EOI Deadline: 03/16/2026 11:59 PM EDT The overall objective of this consultancy is to support the WB in assisting the Vinh Long Province and VLUDCRP PMU design, develop, and operationalize a Flood Risk Management Information System (FRMIS) for Vinh Long City, using ICTbased and spatially enabled technologies to support: · - Realtime flood monitoring, forecasting, and early warning; · - Evidencebased decisionmaking for flood control infrastructure operation; · - Integrated remote management of physical flood risk infrastructure such as water gate, sluice gate and SCADA (Supervisory Control and Data Acquisition) systems to protect the urban core of Vinh Long city; · - Integration of flood risk information into mid to longer term urban planning and climate resilience strategies; · - Assess future options to expand FRMIS coverage beyond the current city boundary, taking into account the merger of Ben Tre and Tra Vinh provinces with Vinh Long; and · - Strengthening institutional capacity of Vinh Longs provincial and city staff for sustainable flood risk management. Overview of the Assignment · Geographical scope: A functioning FRMIS that covers an area of approximately 4,782 hectares of Vinh Long City. · Thematic scope: Support the development and operationalization of FRMIS, including supporting the integration with SCADA system and related urban information systems such as GDSP. · Duration: 18 months, approximately 12 months for pilot system development and 6 months for system testing and integration during one rainy season (with a possibility of extension if the VLUDCRP gets extended beyond 2027) Tender Link : https://wbgeprocure-rfxnow.worldbank.org/rfxnow/public/advertisement/6645/view.html
