- To Take This Into Account In The Preparation Of Their Offer, The Contracting Authority, Via The Delegated Project Owner, Providing Itself With The Means To Verify The Compliance Of The Site With These And To Sanction In The Event Of An Infringement; - To Complete And Attach To The Offer The Declaration Of Honor Relating To The Social Anti-Dumping Clauses Included In The Appendix To This Special Specification. The Absence Of A Declaration Attached To The Offer Or A Declaration Attached But Not Completed Will Be Considered As Revealing The Intention Of Non-Compliance With The Clauses Against Social Dumping And, Consequently, Considered As A Substantial Irregularity, Authorizing The Contracting Authority, Via The Delegated Project Owner, To Exclude The Offer For The Award Of The Contract. The Content Of The Contract And Its General Context Of Execution Are Developed In The Technical Part Of This Special Specification.
