The Economic And Infrastructure Bank Hessen (Wibank) Acts As An Eu-Accredited Paying Agency For Agricultural Promotion In Hesse. Wibank Is Part Of The Landesbank Hessen – Thuringia (Helaba). Helaba Is Responsible For Providing And Operating The Specialized It Systems Required To Promote Agriculture. Helaba Has Currently Outsourced The It Services For Agricultural Promotion To A General Contractor. The Contract With This General Contractor Ends On December 31, 2026. Therefore, The It Services Are Being Put Out To Tender Again. As Part Of These Tenders, There Is A Change From The Current General Contractor Model To A Multi-Provider Model. The Services Previously Provided Centrally By The General Contractor Will Be Divided Up And Successively Advertised In Competition Across Six Technically Defined Lots. The Agricultural Promotion It Systems Are Based On A Highly Integrated Architecture, Which Requires Technical And Professional Dependencies Between The Six Lots. As Part Of The Transition From A General Contractor To A Multi-Provider Model, It Is Therefore Imperative That The Service Providers Do Not Act In Isolation For Each Lot, But Rather Become Part Of An Integrated It Ecosystem. In This Case, Only The Services For Lot 3 – Förderwerk / Berichtswerk For Hessian Agricultural Promotion Are Affected. An Essential Component Is The Maintenance And Development Of The Central Specialist Applications For All Back Office Functionalities Based On Sap S/4Hana. The Core Components Are Process Processing To Carry Out Administrative Controls And Payment Orders As Well As The Legally Secure Creation Of Notifications. In Addition, The Lot Includes Responsibility For The Central Data Warehouse And Reporting System Berichtswerk, Which Is Used To Create The Reports Required By The Eu. All Services Must Be Provided On The Basis Of A Framework Agreement And Therefore Only Upon Separate Call/Individual Order.
